ABS-CBNNews.com reports that last April 15, a Bayan Patroller (the tag for concerned citizens who contribute content to ABS-CBN News) took photos of a foreigner and his Filipino partner who were allegedly having sex right on Puerto Galera's White Beach. The Bayan Patroller, who is only identified as a student from a Manila university who had gone to Puerto Galera for the first time, said that the couple were going at it in full view of passers-by. The Bayan Patroller claimed that she was shocked by the people's indifference to the X-rated scene.

The report quoted the Bayan Patroller, who said, "Wala silang violent reaction. Normal lang sa kanila. Dumadaan, nakakitang ay may ginagawa sila: ‘Okay, ay ganito lang pala dito.’ Yung iba, nanonood lang sila, wala lang, nagtatawanan sila (There was no violent reaction. It seemed normal for them. People would pass by, see the couple doing it and maybe say, ‘Okay, this happens here.’ Others just watched and laughed)." The Bayan Patroller said the couple didn't even budge when she took pictures in the hope of driving them away. She also claimed she was told by locals not to mind what happened because "foreigners are liberated."

Meanwhile, according to the report, "Puerto Galera Mayor Hubbert Dolor told ABS-CBN’s Southern Tagalog news bureau that police teams do regular patrols of the area." The report noted that White Beach barangay captain Ohrie Bunquin "also said it could not have happened on his turf."
