Mayor Herbert Bautista promotes traffic enforcer who apprehended him for beating the red light

Quezon City Mayor Herbert "Bistek" Bautista has promoted traffic enforcer Sol Botilla, who apprehended him for beating the red light on Tomas Morato, reports

At around 6 p.m. on New Year's Eve, Botilla stopped Bautista, who was not accompanied by security escorts at the time. Botilla said he did not recognize the mayor, whom he thought was a Chinese national. Bautista said in the report, "He only recognized me when I spoke and acknowledged the (traffic) violation."

According to, Bautista asked Botilla to see him in his office the following day but the latter did not go, afraid of being punished. The Monday after, during the city hall's flag raising ceremony, Bautista commended Botilla, promoting him to supervisor and rewarding him with P10,000.

Botilla, 47, who has been a traffic enforcer of the Quezon City Department of Public Order and Safety for 10 years, said he will use the money to pay for his children's tuition.

    This is a classic example that the system is not working. We put traffic enforcers who act like just a Baranggay Tanod: who is actually powerless. If only a policeman apprehended the Mayor, he should have been issued ticket and his license confiscated. This we can say the system is working. Pag sa Amerika kayo nag drive ingat na ingat kayo, kasi hindi nyo pwedeng sabihin na si Mayor kayo.

    WTF is wrong with you people? Always reading too much into things, always assuming... Can't we just accept this piece of news as it is? Tama na ung may ginawang mabuti ang isa o dalawang tao. Wag na natin bigyan pa ng ibang kahulugan. Honestly, why would you even waste your time speculating things that you're not even 100% sure about? Geez. :|

    We do not know the Mayor's motives, but I think that he is not using the promotion to cover up what he has done. He did publicly acknowledge his mistake after all.rnrnI have to agree with Erin's comment that acknowledging and promoting are two very different things! Based on another article I've read, Botillo only issued a warning to Bistek, and not a ticket. I am just hoping that Bistek has done his homework and ensured that she truly deserved the promotion.rnrnThe cash reward on the other hand - let's just hope it came from his own pocket ;)rn

    I don't see anything wrong Mayor Bistek gave the traffic enforcer a reward....sometimes, we need to do it, not only to acknowledge the job well done, but most especially to boost one's personality/attitude. Besides, we should be happy and grateful for "still" having mang sol - hindi lahat ng tao pare-pareho - may mga natitira pa ring dapat na ikarangal at ipagmalaki. At ang pagbigay ni Mayor Bistek ng reward only means he values people especially those who worked hard for the family.

    i am not questioning bistek's motives on promoting the guy. acknowledgement and promotion is two different things. you can acknowledge someone for doing what is right without promotion. From my understanding he promotoed the guy meaning he gave the guy a higher position after giving him or his driver a ticket. That is my question. Promoting an employee means he/she did an extra ordinary job. He or she performed above expectations. However, the traffic enforcer only did what is required. It's out of the norm since we expect all traffic enforcers to be corrupt and low-life thugs. I think that's where are problem lies. our expectations are sooooo low that when a person is only doing what is required of him, the result then becomes extra ordinary. I am just challenging everyonew to raise the bar... raise our expectations...

    Tama nga naman.. we are confused if we are doing the right thing or not kasi laging may negative comments. i'm not pro Bistek but what he did was just an acknowledgment na eventhough maraming buwaya at power trippers, there are still some people who do their job ng maayos..Bistek is guilty of beating the red light and if the traffic enforcer asked for kotong alam na natin san papunta yun,.. He thought Bistek was Chinese then how come he didn't ask for money? Being frightened is a normal reaction kasi Politician yun hinuli mo, first thing you'll think is about the job you'll gonna lose then the food for your family.. C'mon its 2011 when can Filipinos think and act positively? He deserves to be acknowledged. Not all traffic enforcers are bad. And as for Bistek beating the red light, well, this implies the saying "Nobody's perfect" but he admits he made a mistake...why make a fuss about it??

    At least Bistek got another hard lesson sa pagsunod sa batas-trapiko. Ang mga kagaya ni shy and egar are the people who find it easy to lambast because they were not even there when it happened. rnrnThis reminds me of that story tungkol kay President Magsaysay nung minsan nahulihan din siya for beating the red light. gusto palusutin ng driver at ipagyabang ang pasahero. Titigil na sana yung pulis sa pagticket when Magsaysay himself asked him to issue the ticket kasi paglabag pa rin yan.

    Mga kakosa kahit anu pang comment nyo si bistek ay isang mapagkakatiwalaang tao mayor man sya o hindi.Malinis na lingkod bayan yan.go for bistek for the next term.Mas maganda kung higher post.Maybe Senator.Palitan na yung mga matatanda sa senado na nangugulo lang.Mayor Bistek.keep up the good work.GBU.take care alaways.

    Tama nga naman na hindi si Herbert kunan ng lisensya diyan, yung driver yung hindi marunong eh, kala niya may escorts pa rinrnrnanyway kudos to the traffic enforce for enforcing traffic rules, saka kay Mayor Bistek na hindi pinabayaan yung si traffic enforcer

    nice to hear stories as such... there was one time the relative of chief of staff... threw her weight around... when asked by the guarsd to movbe the van... the driver would not move.. wala pa daw amo niya... therefore blocking the driveway of all employees... when confroted the relative of chief of staff said my driver did not park my car there.. he just double parked... rnSarap sagutin... hija.. im a taxpayer... i pay for your driver/bodyguard... wag kang mayabang

    when the mayor promoted and gave cash reward to the apprehending traffic enforcer, he can be charged for bribery...because the traffic enforcer did not issue any traffic violation ticket to the mayor. the traffic enforcer may have apprehended the traffic violator but after learning that the violator was the city mayor...he did not issue the tvr and let him go.

    The moral of the story. If you want to be promoted wait and apprehend a city official. Good thing Mr. Bautista doesn't know that this traffic officer's strategy is to wait for traffic violators and milk money to those poor violators even if the violation is not that heavy.

    Yeh, promote somebody for giving you a traffic ticket but wait. there were this 4 cops who tried to abduct an Indian national and who allegedly killed two of his friends. What is Bistek going to do about it? Of course, NOTHING! Life goes on in PH.

    It's quite good of the Mayor that instead of reprimanding the officer & keeping it all quiet, he conferred him with honors & publicly admitted his mistake.rnrnIt's also quite smart of the Mayor to turn this event into a great political publicity capital. =) Next term please?
