Carlo J. Caparas, Cecille Guidote-Alvarez named National Artists: Dagdag-bawas by GMA?

Eyebrows have been raised over some names included in the new list of the country's National Artists. Named National Artist for Theater was Cecille Guidote-Alvarez, incidentally the executive director of the National Commission for Culture and the Arts (NCCA), which oversees the selection process of the National Artist Awards together with the Cultural Center of the Philippines. Alvarez is also the presidential adviser on culture.

According to a report by Newsbreak, it is a 'shameless' selection. Alvarez runs the the awards secretariat, and advises Malacańang on matters that concern the sector for which the award is intended. Says the report, "Actually, [some artists] also feared that President Arroyo would do dagdag-bawas on the list of awardees that the Council of Experts submitted. That, Gng. Gloria also did. She inserted not just 1 name but 4."

Carlo J. Caparas was also named National Artist for Visual Arts and Film along with the late Manuel Conde (whose production of his self-starring Genghis Khan made waves at the 1952 Venice Film Festival) for cinema, Federico Aguilar Alcuaz for visual arts, Lazaro Franciso for literature, Francisco "Bobby" Mańosa for architecture, and Jose "Pitoy" Moreno for fashion design.

    Sagot sa lahat ng mga sinasabi nyo about mam Cecile Alvarez... Long overdue ang National Artist Award para kay Cecile Guidote Alvarez,Hindi matatawaran ang ambag ni Cecile sa paglaganap ng Teatro ng Bayan sa pamamagitan ng cultural caregiving na programa nito.
    Mali ang isyu na delicadeza na ibinabato kay Cecile Guidote Alvarez bilang National Artist. Pinili si Cecile ng panahon at long overdue ang parangal na ito sa kanya bilang founder ng PETA. Si Cecile ang pinakabatang Ramon Magsaysay awardee noong 1972. Pundasyon si Cecile ng Balintataw at bantog sa UNESCO at International Theater Institute.Mabuhay ka Cecile.
    Malaki ang kontribusyon ni Cecile at si Sen. Heherson Alvarez sa pagtatamo ng bansa ng demokrasya at pagbuwag ng diktadurya. Tunay siyang dapat tanghalin na Pambansang Alagad ng Sining.     Hindi ko alam kung ano ang batayan para mahirang bilang isang national artist. Kung mayroong nakakaalam, maaari sanang pakihayag dito sa mga komento upang malaman at masuri din ng lahat.

    Mayroon akong mga naiisip na dapat batayan ngunit 'di ko alam kung ito'y naaayon nga sa batayan ng mga kinauukulan. Ngunit kung tutuusin, tama din ang nabanggit ni Brouhaha. Kung ikaw ay isang karpintero at ang mga humanga at nagbigay pugay sa'yo ay ang mga kapwa mo karpintero, ikaw na nga ay karapat-dapat bigyang hirang.

    Ngayon, kung ikaw naman ay isang karpintero, hinirang mo ang sarili mo bilang pinakamagaling, at binigyan ang sarili mo ng pabuya, ibang bagay na yaan. Kahit na ba siguro kinikilala ka ng mga kapwa mo karpintero, hindi naman siguro lahat sila ay sasangayon sa iyong kayabangan.

    Please do not get me wrong. I'm not calling Cecile Guidote Alvarez "mayabang." It's just that, as others would point out, a conflict of interest. Who knows, Cecile might also be a victim here if she did not cite herself for the title. I do not know if she asked GMA to consider her or became "too close" with GMA. If so then that is definitely wrong. If not then she might be a victim of circumstance. Her current position simply puts her in a situation where it would not be ethical to be declared as an artist since she has a say in the selection. Not even by the higher power of GMA. Diewithenvy has cited her accomplishments and I believe Cecile is no pushover. I'd pick her over Mr Caparas anytime!

    Whether or not her accomplishements qualify her to be a national artist the timing is just not right. No, not now while she is the Executive Director of the National Commission for Culture and the Arts. Delicadeza is a value that may be already be lost in the coming generations of Filipinos since there is no more eveidence of it in this case.

    On Cecile being a promoter of the arts, I believe we do need "cultural caregivers." It's just unfortunate that even the culture and arts are now marred by the politics of our country. Or, is "politics" alreay an "art form" where GMA will top the list as a "NATIONAL ARTIST?"

    I'm really disturbed by this issue. It ultimately lost the true essence of becoming a National Artist. Well, maybe only the benefits of being an artist is what they want and not its genuine value. Good luck na lang sa kanila. Bahala na sa kanila (at sa atin din) and Nasa Itaas na humusga kung sino talaga...darating din ang araw ng paghuhukom.

    Cecile Guidote Alvarez is also the executive director the National Commission for Culture and Arts (NCCA) and co-host of “Radyo Balintataw” of DZRH.

    Alvarez (born November 13, 1943) founded the Philippine Educational Theater Association (PETA), a pioneering theater group that honed creative artists and audiences through children’s, college, and community theater.

    Alvarez was born in Manila to Mauricio Guidote and to a mother who supported her family as a nurse after the death of her husband.

    Mauricio Guidote is a USAFFE guerilla captain during the World War II. She was high school valedictorian in St. Theresa’s College, Quezon City.

    Cecile Guidote Alvarez graduated AB-BSE – summa cum laude at St. Paul's College in 1962 and in the first select group of Ten Outstanding Students.

    She holds a Master of Arts degree in Theater and took special Communications Arts Studies in the State University of New York in Albany, on a Fulbright-Hays and John D. Rockefeller III Fund Scholarship at the Dallas Theatre Center.

    She then proceeded to Trinity College in Texas where she finished an M.A. with honors.

    She is married to former senator and secretary of Department of Agrarian Reform (DAR) and Department of Environment and Natural Resources (DENR), Heherson Alvarez. Her two children were named Hexilon and Herxila to relive the memory of their exile for 13 years-to elude arrest and a shoot-to-kill order during the imposition of Martial Law.

    From her experiences as drama and English teacher at St. Paul's College in Manila and her broad background in the theater, Alvarez conceived a practical program for a national theater and organized it in 1967.

    This became the Philippine Educational Theater Association, better known as PETA. For 38 years, PETA has depicted social issues through original Filipino plays, using the language of the masses and alternative theater spaces.

    Today, as Executive Director of the National Commission for Culture and the Arts, Alvarez has been described as a “cultural caregiver”.

    Aside from being the chairperson of the Central Institute of Theater Arts in the Philippines (CITAP), Alvarez was also the producer-director of the Kalinangan Ensemble primarily devoted to the development and presentation of Filipino plays and the setting up of people's theater program popularized by peso tickets and even free performances.

    She also produced Balintataw (Pupil of the Eye), a television drama which serves as a valuable laboratory and training ground for students and young talents in various areas of TV, stage, and movie production.

    Alvarez is also the founder of Earthsavers DREAMS Ensemble, a performing group composed of disadvantaged youth recognized as UNESCO Artists for Peace

    3) Ang issue dito ay ang hindi pag respeto sa tamang proseso ng pagpili ng national artist. ganito yan, kung kunwari ikaw ay isang karpintero at sinabi ng kapwa mong mga karpintero na hindi maganda ang gawa mo, pero pinarangalan kang "pinakamagaling na karpintero" ng barangay kapitan ninyo, hindi ka kaya mahihiya? Kanino ang mas importanteng opinyon, sa barangay captain na walang alam sa trabaho mo, o yung may alam kung paano ang maging isang karpintero? Parang ganito ang nangyari sa National Artists Awards ngayong taong ito. Naiintindihan mo ba?

    4) MAG-ISIP KA NGA. MAGBASA KA. MAGTANONG.

    no she can't, legally, in the case of cecille guidote alvarez. As NCCA exec dir, she is a member of the NCCA (Commission), and therefore subject to the restrictions in the law that created NCCA (RA 7356) - i.e. member of Commission cannot receive award from NCCA during her term and until 1 year after expiration of term. Check the NCCA website ncca.gov.ph for the law and the selection criteria. Also, the law states that NCCA is an independent agency - a clear intent of Congress to insulate NCCA from petty politics. Our culture and the arts are too important to be debased by patronage politics.

    @ erap: pupunta nga kami at mag-aaklas. you should be the one to shut up. di mo naman kasi alam ang sinasabi mo. wag mo sabihin na puro dakdak at satsat ang pilipino. sumasatsat, nakikialam at nakikinig ang mga pilipino. nag-aaral at di pumapayag na di mailabas ang saloobin dahil alam namin ang karapatan namin at papaano ito gamitin. wag mo kami igaya sa iyo. isa ka lang sa mga konting taong makitid ang pag-iisip. salamat.

    LARRY ALCALA AND FRANCISCO COCHING SHOULD HAVE GOTTEN THE AWARD FOR VA, NOT CARLO CAPARAS. HE'S NOT EVEN COMPARABLE TO ANY OF THE TWO MENTIONED ARTISTS.

    PITOY MORENO DESERVES TO BE GIVEN AN AWARD. HE HAS DONE SO MUCH FOR THE COUNTRY. RESEARCH ABOUT HIM. HE DESERVES NA.

    Yes, Dolphy should be National Artist. No question about that ... at least as far as you and me are concerned.

    But do you know why the great scholars from the NCCA and CCP will not confer upon him that honor (even if we were to assume that they be given exclusivity to do so)?

    Because his movies did not get to compete in any international film festival; Because he's no product of a prestigious art school; Because his humor is too "masa"; Because he's not part of that fraternity of elites from either the NCCA and CCP; Because he IS NOT one of them.

    And if this President or any President for that matter names him National Artist, they will complain as they do now. They will cry "mockery of the process" again.

    It is not the process they defend, but their turf.

    You cannot "politicize" what is already an overtly political set-up. These zealots are just as hypocritical as every other politician they criticize.

    Ouch.

    kung kayo . yun,e hindi nga kayo yun e, kayo yung maraming satsat , dakdak, very filipino pero walang GAWA.Bakit di kayo pumunta sa Malacanang at mag protesta, ang tanong ko lang bakit kaya nio bang tapatan ang achievements ng mga nabanggit na winners?Yun lang, ang tanong me achievements ba kayo para sa larangan ng SINING, tanungin nio na lang ang sarili nio, at me contribution ba kayo sa bansa ?o wag na lang sa bansa , sa inyo na lang mga baranggay...isa lang naman ang laman ng ,mga utak nio ang kumontra at punahin ang mali ng iba pero sarili nio dio muna punahin , humarap na lang kayo sa salamin , at tanungin ang sarili , me naiamabag ba ako sa bansa? o puro lang ako comment at dakdak , satsat?

    For me and my family, "DOLPHY" Rodolfo Quizon in real life has been overdue for that award. What's going on with this award giving body? After being away from Philippines for 20 years, walang nabago sa mga sipsipan diyan sa Pilipinas kaya ayaw umasenso ng bayan natin eh.

    agree. alvarez, caparas and moreno should absolutely, positively have not been named. exclamation mark! they are not the best representations of the fields they were awarded for. instead, they prove that fame is more noteworthy than real achievement or talent.

    Carlo Caparas, a National Artist? WTF? He does not deserve to be one. It is so obvious that this award was given to him because he is an apple-polisher of GMA? This most prestigious award is now tainted because of mediocre awardees.

    Sorry, disagree. It isn't just about delicadeza. It's far more than that. The achievements or contributions of these "artists" should be debated and discussed and explored and studied, before conferring any such award on them. Alvarez is by no means an artist, she is a self-serving, egotistical political animal, and a corrupt one at that. Jose Pitoy Moreno is not an artist either. Anyone who is well versed in fashion will agree. He deserves credit as a master promoter of fashion, but he is by no means a gifted designer. He probably makes GMA's gowns, or her family's.

    Nawawala na ang kinang at mataas na pagtingin sa National Artist Award sa mga pangyayaring ito. Sa huli naman, ang mga creative output pa rin naman ng mga artist ang magsasalita tungkol sa kanila. Marahil, makukuha/tatanggapin nina Cecile Guidote Alvarez at ni Carlo J. Caparas ang award, pero malinaw sa ating mga Pilipino, tayo-tayo nagkakaintindihan na di sila karapat-dapat muna sa parangal na ito.

    Throwing criticisms isn’t as easy as you thought it would be huh?

    Why go ahead, call your writers. And while you’re at it, you might want to come up with a stronger thesis on why you think this “sacred process” was subverted.

    In fact, if the question is procedural, why not bring it up before a court of law?

    If the issue is substantive, why not present your case why each of the four named “outside of the process” aren’t deserving.

    If the case is “delicadeza,” why not present proof that undue influence was actually exerted to affect the President’s choice/s?

    Don’t just throw around motherhood statements and expect to win public opinion. If argumentation were art, you just stumbled upon the lowest form there is.

    Who's complaining anyway? The intelligentsia? They who wish to preserve the so-called integrity of this process so that their ranks may not be shamefully tainted with the names of the unworthy?

    Funny, but those that scream "dictatorship" and "undue interference" acknowledge that theirs is simply the power to recommend. So who's usurping whose powers anyway when the body constituted simply to recommend now lust to dictate upon the authority that constituted it?

    National Artist - Artists for the Nation; Not simply for one’s peers. Go around. Ask the ordinary pedestrian if he is even familiar with the names that the joint NCCA-CCP Committee (exclusively) came up with over the years.

    Arrogance is when two offices believe that they have a patent, nay, a monopoly over who should be named "the country's finest." Hypocrisy is believing they have a grasp of the sentiments of the Filipino, when they obviously reek of contempt for the tastes and sensibilities of the masses.

    hindi na (dapat) si gloria ang president sa next awarding of the Natl Artist awards. So yong mga karapatdapat talaga na makakuha ng award na eto, may chance na next time. At ok na rin siguro di sila nananalo during gloria's term kasi sham naman ang presidency ni gloria. Sham na corrupt pa.

    And for the next NA awards, i nominate Dolphy and Mars Ravelo. And i am sure there are many others also deserving.

    I dont question Pitoy Moreno's inclusion. My only beef is with Alvarez since she runs the awards. out of delicadeza she should have opted out, though im sure she has her fair share in the arts. For Caparas, there is some bias, since he has been a strong GMA supporter since before.

    Dios mio, kung ako si Caparas, hindi ko tatanggapin ang award. Kung ako naman yung mga ibang National Artist, isosoli ko ang award ko. When something is too ubiquitous, too easily obtained, it loses its special character. Walang kuwenta.

    It's patently ridiculous that Carlo J. Caparas was awarded with the title for Visual Arts and Film. Clearly, these two categories are separate, so "Visual Arts" means CJC's work in comics.

    The puzzling thing is, CJC is NOT an illustrator. He has never drawn any of this comic book stories, least of all his most popular creations. Panday and Pieta were drawn by Steve Gan. Bakekang was drawn by Mar Santana.

    How can someone who is NOT a visual artist get the National Artist title for Visual Arts?

    It is illogical, it is ridiculous, and it is insulting to every visual artist out there, including those who deserve it so much more, like Francisco V. Coching and Larry Alcala, who should have been awarded this title long ago.

    This year's National Artists awards definitely makes a mockery of the "National Artist" Award. What did Cecille Guidote Alvarez do that merited her the Award?? And what did Carlo J do also to get the Award. Both of them are very close to GMA, and I guess that is what they did, get close to GMA. GMA deserves some "Batok" for her Choices.

    Simple lang. Si Cecile Guidotte Alvarez, walang delicadeza. Siya ang nagpapatakbo ng NCCA at nagbibigay ng payo kung sino ang dapat tumanggap ng National Artists Award, at eto ngayon, naka bantay salakay. Dapat, magresign na siya sa NCCA kung tatangapin niya ang award dahil bukod sa may conflict of interest, double compensation pa siya. Yan ang ayaw na ayaw ng Commission on Audit at ng Sandigang Bayan.
