What happened to "early warning systems" from GMA's 2009 SONA?

A full video of Pres. Gloria Arroyo's 2009 State of the Nation Address (SONA), given on July 27, has been posted on Facebook, prompting Filipinos online to wonder what happened to the "early warning, forecasting, and monitoring systems" for typhoons which had been "improved," according to the President's speech.

A full excerpt from Pres. Arroyo's address reads:
"As a country in the path of typhoons and in the Pacific Rim of Fire, we must be as prepared as the latest technology permits to anticipate natural calamities when that is possible; to extend immediate and effective relief when it is not….The mapping of flood- and landslide-prone areas is almost complete. Early warning, forecasting and monitoring systems have been improved, with weather tracking facilities in Subic, Tagaytay, Mactan, Mindanao, Pampanga.

"We have worked on flood control infrastructure like those for Pinatubo, Agno, Laoag, and Abucay, which will pump the run off waters from Quezon City and Tondo flooding Sampaloc. This will help relieve hundreds of hectares in this old city of its age-old woe.

"Patuloy naman iyong sa Camanava, dagdag sa Pinatubo, Iloilo, Pasig-Marikina, Bicol River Basin, at mga river basin ng Mindanao."

Several comments have been posted under the video, including one that says, "Somebody should have shouted, 'liar' during her SONA, much like the U.S. Congress fiasco with Obama. This time, it may have been very true."

The administration has been receiving criticism for its slow response in the wake of typhoon Ondoy, when people were caught unprepared and nearly 80% of Manila was submerged under water.

    kala ko b mga edukado cla at tapos s mga mggandang eskwelahan s abroad? bkit simpleng pabubudget ng pera ay nde nila mgawa? khit sino, bsta matino at malinis magisip, kayang gawin ang trbaho ng isang presidente....nsa tmang pagpprioritize lng yan ng mga bagay-bagay kung alin ang mas importante at yung nde masyadong importante....

    kulang kz ang ating mga government officials ng political will..cla ang may hwak ng pondo pro imbes n urban planning, nagouting ang first family at mga alipores nya s ibang bansa... kung gumasta ay prang sila lng ang tao s pilipinas at sila lng ang ngbabayad ng buwis...pti tuloy calamity fund ginastos s mga laskwatsa ng mga Government officials....

    Gloria is pathetic. She actually calls on the people she supposedly helped. She had to bring them to Congress?!!!

    I see gloria macapal's point, but I also think that apart from looking forward and fixing things, people in government should be held ACCOUNTABLE.

    It's not about placing blame. It's about realizing that they should no longer be allowed to get away with doing whatever they want at our expense.

    bakit sisisihin lahat sa nangyaring bagyo? natural ang bagyo. dapat sisihin ang mga tao sa contribusyon baha, pero hindi sa bagyo, global warming o wala, sa ayaw mo at sa gusto, may bagyo.

    hindi lahat dapat sisihin, dahil may mga taong ginagawa nila ang lahat ng makakaya nila para mag linis at makabawas sa pollusyon(obviously, hindi gobyerno tinutukoy ko. at hindi din ako, dahil guilty din ako sa pagkakalat)

    dapat lang sisihin ang gobyerno dahil sa kakulangan ng supporta sa mga tao sa ganitong panahon. at sa pagiging makasarili at mapagsamantala.

    huli, ang kailangan palitan na attitude ay ang "pagsisi" sa LAHAT ng bagay. walang mangyayari sa sisihan. gawaan nalang ng paraan.

    Puro yabang lang ang pinagsasabi ni Gloria. Akala nya ay mabobola nya ang taong bayan. E tulad ngayon, nagkaroon ng calamity bago sya umalis sa malacanang, nabunyag ang kanyang kayabangan... Hindi Prapared ang gobyerno.. Puro kurakot ang ginagawa. Hinihintay namin ang paglisan ng iyong buong pamilya sa Malacanang... konting panahon na lang...
