DSWD Secretary denies hoarding relief goods: "I don't know where this rumor is coming from."

The Department of Social Welfare and Development (DSWD) has denied it is hoarding relief goods intended for victims of Ondoy and Pepeng, reports GMANews.tv. "I don't know where this rumor is coming from," Secretary Esperanza Cabral said in a phone interview on October 23.  

Rumors of hoarding began when a blogger named Ella who supposedly volunteered for the DSWD posted a blog entry with photos of a warehouse filled with boxes of sardines and other relief items. The original blog post has been taken down but was re-posted on several blogs and Facebook accounts.

According to Cabral, the warehouse only stores rice, clothes, non-food items and canned goods. She added that the stock piles of donations, as shown through the photos posted on the blog, are donations from various groups and individuals. Cabral said that they cannot release the relief goods right away since they need to check on the items and make inventory. Cabral also denies talking to a journalist from the Philippine News, and telling the publication that the reason why the goods aren't moving was that the DSWD lacked volunteers.

SPOT.ph called DSWD's operation center in Pasay and was told that volunteers may call 951-2805 to register and volunteer.

    Especially you, Eric, ako alam ko di ako natatanga ng kahit na sino dahil di ako tanga. baka ikaw, kasi spelling mo pa lang very poor na. GRAB, OPPORTUNITY are spelled like these.

    I stand by my earlier pronouncement that the DSWD is still one the cleanest if not the cleanest among our government agencies.

    Stop politicking, please? Di nyo bagay, promise. Parang ang gagaling nyo sa governance, ano na ba napatunayan nyo at kung magsalita kayo eh para kayong mga ka level ni Mother Teresa sa kabaitan at pagiging matuwid.

    At least si Mother Teresa, she utilized her time, talent, effort and energy sa pagtulong sa mga needy at hindi sa pagbatikos sa kapwa.

    if you are in the private sector and you feel you are underpaid, then it is because you deserve a low pay. Magtrabaho kang mabuti, bawas bawasan mo ang pag-iisip ng masama laban sa kapwa, concentrate on your job, siguro you will perform better, at baka taasan pa ng employer mo ang salary mo. Nobody gets a raise for maligning people.

    We should not cast the stone to Ella, instead, lets take action regarding the inefficient service of DSWD on this matter. We should not making "siraan". I think all Ella wants to do is to informed us. She never mention on her blog that DSWD is hoarding the relief goods, She just asking why the relief goods arent moving.

    I dont personally knew Ella, I used to worked as OJT in DSWD and DSWD has special place in my heart since i got friends and tutor there. So I tooked this article seriously and not biased.
    I searched every article regarding this issue, and also the interview of Sec. Cabral, I read all the comments of each site tackling this matter. Some are mad to Ella, prejudicing DSWD, most are mad at DSWD hoarding the relief goods. This leads me to another site.

    I strongly believe that DSWD is the cleanest and honest government department at present.The blog of Ella can't tarnish such image because people in DSWD especially the leadership like Dr. Cabral has high integrity. The warehouse is open to the public and anybody can come and witness the volunteerism inside.Please we are Filipinos and DSWD is doing their utmost best to serve the public without any political advancement. This is the only agency I see that they do not publish their hardwork and help to people.People like Ella should encourage agency who is working for the betterment of our people. Wag mo sirain ang mga tao na malinis at may pagmamahal sa bayan tulad na DSWD.

    sus. kelangan pa ng isang blog na ganito para humingi ng volunteers ang DSWD. akala ko ba marami kayong galamay? bakit hindi kayo humingi ng tulong sa mga tao? kung hindi totoo yung mga pictures ni ella, anong tawag nyo dun sa sako-sako, kahon-kahon ng relief goods sa warehouse? pambenta ba yan?

    ang gobyerno nga naman. hindi pa kikilos kung walang bumabatikos sa kanila. kung wala yung blog ni ella, ano na yung mga relief goods na yun? nakatiwangwang lang sa warehouse at magpapakabulok?

    also, natawa naman ako at niliteral ni Cabral ang ibig sabihin ng "bulok". HAHAHAHAHAHAHAHAHAHA

    Baka naman the DSWD is earmarking these relief goods for FUTURe disasters? Wag naman sana. Mas kailangan yan ngayon. The longer it stays in the warehouse, mas marami pang mangyayari dyan. Malay mo palitan ang label with politicians or governmentr offices.

    At wag nyong sabihing underpaid at overworked andg nasa gobyerno. Kami yung underpaid and overworked pre-1986. After 1986, nagtaasan mga suledo ng mga yan I to attract competent people in the private sector daw -- As if walang competent people sa loob ng gobyerno!).

    Yung Coleman, bakit di maipabigay? Dahil imported at di deserving ang mga poor sa Marikina?

    I expect the department to take a more pro-active rather than a reactive stance. I expect the secretary to DEMAND that everyone help out. Lest we forget, human lives are at stake. The victims are dying by the score everyday. It’s in the news.

    whoever you are, be responsible enough to substantiate your allegations. the people you are maligning are not politicians. they are overworked and underpaid public servants who risk life and limbs to be of service to our less fortunate kababayans, me baha man o wala.

    saan ka bang warehouse nagpunta? are you sure warehouse ng DSWD ang pinuntahan mo? at gaano naman ka authentic yang photo mo?

    to the people who took this Ella\'s \"story\" hook line and sinker, did you bother to check her \"story\" as well as her credibility, motive and even her \"existence\" before jumping into conclusions?

    kung galit kayo sa gobyerno, wag nyong lahatin. i still believe mas marami pa ring matino na mga tao sa gobyerno, more so sa Pilipinas.

    kung me mga ayaw kayo sa sistema, kumandidato kayo at kung manalo kayo, gawin nyo ang mga gusto ninyong pagbabago na sa tingin nyo eh mas makabubuti. wag yang maninira kayo ng mga tao. what a cheap shot!

    despite all these, i can still say that I am a proud Pinoy.

    i am not a government employee, much less a DSWD employee, but i had the opportunity to work for the Department decades ago and i would say, MALINIS ANG DEPARTAMENTO, mula noon hanggang ngayon.

    Read that. Manuel Quezon III went to the DSWD to volunteer. At anong naabutan niya? Just a white dog making tambay near its gate.

    I'm a former government employee, I know how to mabagal employees are in doing their jobs. You would have to fill up three copies of very confusing forms, have it signed by 3 senior officials who usually spend their time sucking up to their bosses, then do the task at hand. The government is mired in red tape, which is what Cabral means by "proseso."

    i dont believe DSWD would do that.anyway it's a good thing my company donated not with DSWD but with Red Cross instead.at least we ourselves witnessed where the relief goods have gone.

    im a volunteer of pasay, minsan nagpunta ako sa warehouse, i tell to them that i am a volunteer huwag niyo akong alalahanin, bigyan niyo lang ako ng gagawin. ang nakakatuwa kong experience as volunteer sa warehouse ay nung makita kong nagdatingan ang mga volunteers from PMI na halos isang buong estudyante ng eskuwelahan ay pinapunta ng school nila sa warehouse, doon na sila nagformation at nagmartsa martsa. sa tantsa ko umabot ng 400 students of PMI ang dumagsa sa warehouse para magrepack, ang iba nagrepack, nagsticker, nagtatak ng sardinas ng not for sale, atbp.

    korek ka jan DSWD volunteer, alam niyo ba na inabot ako ng alas dos ng madaling araw sa warehouse sa pagrerepack kasama ang isang dating gobernadora ng leyte, for your information. pati si gov. lerias, ay inabot ng alas dos ng madaling araw sa pagseseal ng plastic ng bigas. ang sarap magrepack, hindi nakakapagod, dahil taos puso ang aming ginagawa.

    I think the DSWD should be audited now. Here is a quote from Cabral to make this process much easier:

    "Our books and records of donations received and released are open to all who may be interested in them," says Secretary Cabral.

    Ang daling sirain ang magandang pangalan ng isang tao o isang organisasyon katulad ng DSWD. Tama na ang pagbabatikos, intriga at paninira. Matagal na akong volunteer ng dswd at saludo ako sa kanila. Wag rin sana tayong basta bastang maniwala sa mga lumalabas sa mga blog! Bigyan naman natin ng pagkakataon ang kabilang panig para makapaliwanag.

    I understand the need to do an inventory. However, don't the donations that pass through customs already carry an itemized log of the goods? In the spirit of urgency for our fellow Filipinos, why even bother to take a count when they will all be distributed anyway. I think you could do the counting upon giving. Also, may the DSWD answer how many people they have taking inventory, or is it just one person?

    So, do they need volunteers or not? Does anyone feel like helping the DSWD at all? Do they need to hire people to take advantage of social networking in order to get volunteers at all? Do they even have a sense of urgency? What are they planning to do next? For which area? We wish we knew. All we can see on their website is a photo op with Gibo Teodoro and the Spanish donors.
