Senator Bong Revilla: "We should show only one Hollywood movie a month"

Looks like action star and senator Ramon "Bong" Revilla Jr. wants to beat Hollywood movies to a pulp. If he had his way, the current onslaught of Hollywood movies in the Philippines would be reduced to one movie per month, reports Inquirer.net. "We should set limits, like what happened in South Korea."

In the 1960s, Korea enacted the Motion Picture Law that "blocked free importation of foreign films" under the foreign film import quota system. It was meant as "a support measure for Korean films," according to pages of Korean Cinema: From Origins to Renaissance posted on the Korean Film Council website.

However, Revilla added, "A lot of people would react negatively and I know it's against the GATT [General Agreement on Tariffs and Trade]."

Revilla suggested the drastic proposition when asked a hypothetical question about Hollywood movies being shown during Christmas time, which is usually reserved for the Metro Manila Film Festival. "How else can we revive the local movie industry if we give up the holiday play dates? The rest of the year, Hollywood movies beat local productions at the box office."

Revilla stars in one of the Metro Manila Film Festival entries this year, Ang Panday, which he also produced. "We have somehow perfected the use of special effects... We want to show the whole world that Filipinos can make films like Harry Potter or Lord of the Rings," Revilla told Manila Bulletin.

He made headlines recently for asking Senior Superintendent Alfred Corpuz to investigate what he says is a cover-up of the alleged attempted suicide of Hayden Kho Jr., infamous for his sex videos with actress Katrina Halili. Dubbing Kho a "pervert of the highest kind," Revilla called for a Senate investigation on the videos and supported Halili in demanding that the plastic surgeon's license be revoked, which was indeed revoked in November.

    Restricting people to watch only certain things is tantamount to communism/dictatorship/etc. I understand the need to have people support local goods and services, but you don't force people to anything. Make better movies/shows/etc., not force mediocrity to the populace. We are not Communists you know. I don't know if this is some kind of propaganda or just a way to make your industry friends (and yourself) a lot of money, but this needs to stop.

    If the local entertainment (film/tv/etc.) industry wants to thrive, they need to start thinking "outside the box" (as it's been said here over and over), and produce films that is progressive, different, new, and what the people want. Remakes are okay once in a while, but movies like Panday and such has been remade so many times in many mediums that it has lost its appeal. We need new "heroes", stories, genres, plots, or combinations of them. One of the reasons why Hollywood thrives is because they are not afraid to make movies about anything and trying different things of different kinds: from medieval fantasy, to sci-fi, supernatural horror, and so on. Although Hollywood's quality is going down the drain (due to all the adaptations, without producing original ideas), people still watch it, because it's always different. Not the same "action, comedy, drama" type of entertainment.

    We used to be a progressive nation. We are one of the first to have a female leader (Cory). We are one of the first to have a bloodless revolution (EDSA). We can go back to what we were and think progressively... outside the box. We've done it before, and we can do it once again. Not just with entertainment, but with the way we think and the way we do things.

    Who got the idea that celebrities would make great politicians? They know nothing of how to run our great nation, and they often use their "status" for the wrong reasons. Is it the bribing? Is it being a fan? Is it because they are from your home town? This "thinking" needs to stop, and we should actually vote for people for their qualifications (and track records), and not because they are your "kababayan", or your "idol". It is this kind of thinking that led our country to this mess of graft & corruption, incompetent administrations, abuses of power, and so on. Remind yourself that your vote today could have ramifications for your future (and your children, and your children's children).

    "Church" and "State" should be separate. A progressive nation values its various religions, but don't base their laws on it. Passing certain reproductive laws (like support for contraception and sex education) are good for many reasons. Overpopulation (unwanted pregnancies for example) can damage the economy, in which everyone suffers. Unprotected sex could lead to various STDs/VDs that will become an epidemic if not controlled. There are many "pros" to it that you simply can't ignore. Separating (completely) church and state might also reduce some of the fighting going on there (some are driven by religion). If you recite the "Panatang Makabayan" and sing "Lupang Hinirang", there is NO religious reference whatsoever. If that is the case, then why make laws that include them?

    There are many things I wish to talk about and to share, but unfortunately, I ran out of time. I'm sure that most of those issues are already in your hearts and minds. All you need to do is speak out, express yourself, and always think of the people. A nation is not the government, nor is it the land, but the people.

    Oh so true! Thanks Lourd for sharing your experiences with nasty cab drivers. Proof that these people are out there everyday giving the transportation system in the Philippines a really bad situation.

    Once had a cab driver questioned me why I had to give his plate number to someone. The idiot practically asked if I thought he'd do something bad. I told him to pull over. I went down and hoped he got what he deserved.

    May pag ka ungas ang guwapong senador na ito. Pinoy films mostly baduy and cheaply made by regal films and pop actors who does not know how to act. Harry potter and Titanic spent millions of dollars to produce a world class movie/films. hindi sila nag used ng gimik to attract viewers to see the films.. Pinoys filmmaker mostly has no originality puro copy cut and mga gawa or the make 12 sequesl of movies na bakyang bakya...( hello shake rattle and mano po ) dakilang pambaduy ng bansa. stop making this cheap movies and do what youare supposed to---

    The only way to beat Hollywood films is to make better Pinoy films and I don't see that happening in the near future. We were almost there a few years back but we backtracked, it seems!
    We are always rehashing the same old plots and the same old characters. It's not just the quality of the cinematography and the special effects that's lacking. It's also creativity and originality. Even at the conceptualization stage, we are already beaten.

    filipinos can indeed produced highly quality films such as engkwentro and ded na si lolo.. anyway both are flops since we pinoy's think that a quality film is something like lotr or hp... hehehehe just kidding

    but you cant blame filipinos not to go at par with highly budgeted foreign flicks

    mas *l*l na producer ang mag spend ng billion of pesos to come up with same quality of special effects/cgi for a very limited market such as the "poor" philippines hehehe

    the only reason hollywood films can produce such grand movie of epic proportion (hundred of millions of dollars for budget) is because they have the whole world to market it

    its all about economics

    Indeed limiting one foreign movie a month is outward ridiculous, i agree that the best way is for the government to support the local movie industry is to support it and not hoard it with over the top entertainment tax hehehehe

    maybe --- one week of exclusive pinoy films a month is better, just like december for mmff

    Wow, this is so pathetic. Does he even know what he's talking about? It's not the special effects that make or break a movie. It's the screenplay, the plot, and the acting behind it.

    Does he know that the Eternal Sunshine of the Spotless Mind was pulled from one of Alexander Pope's poem? That it explores the nature of memories and pain and how we as human beings secretly wish we could get rid of them? It's brilliant masterpieces like these that elevates Hollywood above local movies.

    Think long term! I agree on the proposal of Sen Revilla! This is one of the biggest problem of the Filipinos, They don't patronize their our own products, the main reason why the industry is not progressing.     mga studipo ang taong nagsasabi na mas mataas ang kalidad ng hollywood films kaysa sa pinoy films.
    Kitang kita na taob ang pinoy pagdating sa sfx pero isa itong napakababaw na aspeto ng filmmaking. Kung ikukumpara mo story-wise mas bulok naman ang karamihan ng pelikulang banyaga(transformer,2012)kaysa sa karamihan ng pelikulang pinoy(indie). Dapat matuto na ang mga filipino na manood ng may katuturang pilipinong pelikula; tama na muna ang kakapanood sa mga kaututan ng pelikulang hollywood.

    from the backend, we should tax hollywood films higher than local films and let it fund the production of better Filipino films.

    from the frontend, i'm fine with raising the ticket prices of foreign films to encourage people to watch local films produced from the tax collected from hollywood films.

    if we can implement both, it will create a virtuous cycle, ie higher production fund and higher ticket revenue for local cinema. buhay uli ang Filipino cinema (na sana naman ay wish ng lahat dito).

    hay gong gong talaga tong bong revilla nato.. if he wants to revive the local industry pagbutihin nya ang trabaho nya as an actor.. ano ba naman yan ni rerevive ang panday.. he just cant make a good movie other than reviving some old stuff.. ala cyang karapatang maging panday.. si FPJ lng ang me karapatang maging panday.. kailangan din natin ang hollywood films for us to improve our english.. kaya tayo lamang sa mga asia sa english dahil sa fascination natin sa english..

    First of all Senator Bong Revilla you should know that GATT has long been replaced by WTO since 1995. Get your facts straight before saying anything. Wag ka magmagaling.

    You want people to support Pinoy made films? Here's a suggestion and I quote, "I just have a problem with you and your screenwriters writing movies that revolve around love teams, flavor of the month actors, sports personalities turned actors, and cliched sequels, just so that you’d appeal greatly to the shallow “kilig f...actor” brought by the masses which in turn generates undeserved money. IF YOU WANT TO MAKE MOVIES LIKE HP OR LotR, BETTER GET SOME GODDAMN INTELLIGENT (or even just COMPETENT) WRITERS."

    p.s. stop trying to be an actor. Walang may gusto sayo.

    This is undeniably st*p*d. Curtailing our options is a fake sense of pride for movies.

    And its not even about a movie made by this or that country. It is appreciating good movies in general, wherever they come from. Low budget films win Oscars etc.

    Maybe Filipinos should make decent movies for once, not those of kiligerz or flavor-of-the-month actors who underestimate our brain.

    Stupid talaga. Madami naman independent pinoy movies ngayon na magaganda naman talaga. Hindi na kailangan maglagay ng limits. Suportahan lang nya ang mga pinoy na independent film makers, sila lang kasi ang gumagawa ng mga pinoy movies na may KALIDAD NA ISTORYA.

    he hehehe, naliwanagan ka sa paliwanag ni Auteur ano? Mahilig ka rin pala sa paeli-elista ano? pero you are barking up the wrong tree, kasi ang Hollywood eh karamihan sa production niyan eh basura din, pang masa din ang lasa. Dinadaan lang sa sex, SFX, action at jung ano ano pang katarantaduhan. Kung ang hanap mo eh artsy-fartsy films eh Japanese, Swedish French, Russian , Italian etc. films ka maghanap, hindi sa Hollywood, at lalong hindi sa lokal, altho meron din tayon mangilan gilan.Kaya nawala na sila Lino Brocka, Ismael Bernal, Celso ad. Castillo, Mike de Leon, Gerry de Leon etc. kaya matumal na din ang ating quality films. Ang solution eh dapat mag-invest ang big production houses sa mga AUTEUR na Pinoy directors, at hindi yung mga basurang pelikula na kaparis ng ki Bong Revilla.

    No problem with me in watching Pinoy Films, as long as the movie assumes that the audience is the "thinking type", and not "baba-utak" kind!! So please, offer the Filipinos better quality films! Am dreading the 25th, because of the MMFF! Urghhhhh!

    I think people will watch Local films naman if they're good, the problem here is yung mga nilalabas ng mga major studios natin ay hindi naman talaga gumagawa ng mga revolutionary and visionary works. Ok yung Indie films at least they try to do something different.

    Totoy Golem, hindi ako fan ng Panday. ang thesis ko lang ay yung tungkol sa holywood films vs pinoy films. Basahin niyo kaya mga sinusulat ng mga tao dito about Pinoy films, nakakatawa parang hindi mga Pilipino.

    Basta ang sa akin, mas importanteng suportohan ang pelikulang Pilipino, Period. Hindi na ako lalabas pa sa argumentong yun.

    Sen. Revilla has a point. That might work, actually.. well 1 Hollywood movie per month is drastic but I do think Hollywood movies should occupy less of our cinema houses so that indie films and Pinoy made films might, at the same time, be given more publicity, acknowledgement, and space for exhibition. The Hollywood films are eating up the Pinoy film industry (and [off-topic] culture too, just think Bollywood for more reference). One thing which can also save the Pinoy film industry is more more more budget and stipends from the government. Most Filipino films are bad basically because of the lack of budget. The expenses are higher than the profit in some cases, that’s why producers are being discouraged to make more films, or make films that are of quality and high-standard material. Also, the star-centric system of showbiz encourages producers to just hire popular and high-paid actors and actresses to carry the movies instead of spending the money on labor and production.

    Also, Hollywood films are exactly what's discouraging Pinoy producers to make quality films. Pinoy films are so prejudiced that even before they show them, producers know they don't stand a chance against Hollywood films (most of them are filled with SFX, CG and crap, btw). so why spend/lose a lot of money on something that would be ignored anyway? It's a cycle. And unless we limit the screening of foreign films in our country, the Pinoy film industry can never recover.

    And btw, why are the foreign films shown in our country only those which comes mostly from USA or UK? Just wondering.

    Maski ma-improve ang quality ng Pinoy films hindi pa rin natin maitataob ang Hollywood. BUDGET ang labanan dito. Mas maganda ang Hollywood movies dahil mas malaki ang budget nila, dahil pang-INTERNATIONAL/WORLDWIDE ang release nila kaya mababawi nila ito. Kaya ba ni Mother Lily na gumastos ng USD 100,000,000 sa paggawa ng pelikula? Bukod pa diyan, mas di hamak na mas maraming Amerikano kesa sa Pilipino na nanonood ng sine at mahilig bumili ng ORIG na DVD.

    Hindi dapat sumama ang loob ni Bong Revilla sa Hollywood. Hindi lang naman Pinoy cinema ang nilalamon nito - pati English, French, German, Italian, Japanese, Australian cinema etc etc na OK ang quality kinakain ng buhay ng Hollywood.

    Kung gusto niya lumaban sa Hollywood puwede niya:

    1. Babaan ang presyo ng ticket sa Pinoy movies sa sinehan

    2. Pabayaan niya na ipirata ang mga Hollywood movies sa DVD

    I think you're missing the point of the article. 1 Hollywood movie per year? Hindi naman yata makatarungan 'yun. I worked with local filmmakers. Hindi kaya ng big budget production companies tulad ng Star at GMA na maglabas ng more than 2 films per month. Ang quota nila 1 film = 1 month. Hinding-hindi rin pumapasa sa planning stage ang pelikula kung hindi ito dadaan sa "Star System" na tinatawag nila. Basta sikat at bankable ang artista, okay lang kahit basura yung kuwento.

    Oo nga, may indie films, pero hindi naman 'yun yung issue eh. Sabihin nating may mga indie at digital cinemas mayroon dun, pero sino ang nanonood, tayo-tayo ring mga elitista sa pelikula. Bakit? kasi ang mga indie film ay sadyang hindi kayang lunukin ng masa. Masyado na silang nasanay sa basurang binibigay sa kanila ng "mainstream cinema"

    I think the best way to empower our local cinema is to boycott the big production houses and champion indie films, Pero hindi lang dapat basta-bastang indie. May mga mga indie rin kasing basura.

    Tigil-tigilan mo ang pambib*tch mo rito ha? Hindi ikaw ang may ari ng Pilipinas.

    Don't get me wrong, I want our economy to progress, including the movie industry. But to shortcut it and say na 1 hollywood movie per month lang para mapanuod ang local movies is absurd. Di kaya mas maganda na sabihin na the drivers of the movie industry will improve the quality of films so that the filipino people will watch it.

    You can't force something into someone if its really not good...

    80's? 90's? Try mo kaya manood sa CCP every August, Cinemalaya yun. Or punta ka sa UP Cineadarna and Rob Galeria. Maraming magagandang film na gawang Pinoy dun. Cynic pala mga tao dito. Di umalis kayo dito sa Pilipinas. Doon kayo tumira kung saan hindi pinapalabas ang kwento ng mga Pilipino.

    Well, if the Philippine Movie industry would just stop copying plot from foreign movies then local movies will be a hit now. Some local films have a nice plot but chooses the wrong actors to play them. Local actors these days thinks they're Hollywood stars but their not. From the way they act I'm sure Hollywood actors would definitely be offended.
    Senator Bong Revilla should stay in one field of interest. If he wants to improve the popularity of Local films then he should have focused on Media instead of Politics.
    People, if you want to make our country a better country you should really vote for people right for the job. Politics isn't a joke.

    And ya, if it's down to one foreign film a month, that still won't solve the problem kasi people will still not watch local movies. There's cable TV, DVDs, downloads!!! So nag-suffer pa ang economy natin! Tanga talaga itong senator na ito. Sinu-sino ba bumoto dyan???

    Why not improve the quality of local films instead?

    We let crap writers, producers, and filmmakers waste the industry's money by making baduy or otherwise pathetic movies and then they wonder why it doesn't get as much support? Stop blaming colonial mentality. We just really do produce extremely low quality films.

    All the genius seems to be relegated to Pinoy Indie films. Funnel money to those "artists" and visionaries instead and then fire mainstream st*p*d writers who can't seem to come up with decent stories.

    Para itong "dahil bumabagsak ang grade ng students sa National Achievement Exams ibaba nalang natin ang passing average requirement". Result: mga bobong graduates.

    This is one politician I am not voting for. Bleh.

    It would be a good idea IF local filmmakers can fill the void with films worth watching, otherwise he'll just boost piracy which 60's Korea never had to contend with to the extent that it operates today.

    Blocking Hollywood isn't the way to beat it. It's like he wants to force garbage down our throats (in this case, our eyes, ears, and brains) and tell us it's awesome because we don't have access to real food.

    Spectacular special effects will do nothing if the story and overall movie concept is bad. And though I have to admit the Philippines can produce some nice quality special effects, to say that it is somewhat on the same level as LoTR or Harry Potter is talking smack.

    I agree with most of the posters here. Unless our industry gets rid of aging franchises that rehash the same old garbage, it's not gonna get better.

    Where are the Muro Ami movies? The Payaso movies? The Pusod ng Dagat movies? Heck, even Batang PX was an awesome movie. What happened to those kinds of films?

    If the local film industry can produce stimulating, original films instead of rehashed ideas that attempt to show we can copy LOTR, then by all means limit foreign imports to one per month. But I think the mall owners would rather have the good Senator assassinated than have this pie-in-the-sky idea push through.
