Enrile accuses Villar of bribing him, saying, "Bribery will be your downfall"

"[Manny Villar] was trying to buy me off," declared Senator Juan Ponce Enrile during a press conference on January 26. According to the Inquirer, Sen. Enrile claimed that Sen. Villar had tried to bribe him in exchange for "a very favorable decision" regarding the charges against him in the Senate.

Enrile told GMA News that he agreed to meet with Villar some time last year at Inagiku, a Japanese restaurant at the Makati Shangri-la Hotel. He said that Villar had offered him assistance in exchange for helping him with the Senate allegations.

"Several times during that meeting, Senator Villar interjected: 'Manong, baka naman may maitutulong ako sa inyo. Makakatulong naman ako kung may kailangan kayo. [Manong, there might be something I can do to help you. I can help if there's anything that you need]'," Enrile told the Inquirer. He said that he only promised Villar that he would be "fair" and "not allow the hearings to go beyond the issues referred to the Committee."

"I know you have helped a lot of people because you came from a poor family… Now that you are very rich, you are in a better position to help more of the needy among people. But to use your money to bribe people just because you want to kill the investigation instead of facing the charges against you… is the worst disservice you can do to this nation. The people will see through any attempt to use money to win the Presidency. Not everyone can be bought. Bribery will be your downfall," said Enrile.

Villar responded to Enrile's "false story" by telling GMA News, "Bakit ako hihingi ng tulong e hindi naman ako guilty at wala naman akong ginawang masama? Lahat ng dokumentong sinubmit at lahat ng nag-testify sa Senado 'yan ang sinabi. [Why would I ask him for help when I did nothing wrong and am not guilty of anything? All the documents and all the people who testified in the Senate said the same thing.]"

He continued by saying, "I can't remember offering to help him with anything in exchange for him helping me. At wala pa naman akong Alzheimer's, at wala pa rin si JPE, kaya baka na-misquote lang siya [I don't have Alzheimer's and neither does Sen. Enrile. Maybe he was just misquoted.]"

Villar declined to attend a Senate chamber debate on January 25, stating that he would be "facing a biased audience." The meeting was organized to discuss Villar's censure for allegedly using his power and position in the Department of Public Works and Highways (DPWH) to re-route the C-5 extension project so that the real estate value of his properties along the new route would increase.

In an interview with GMA News, Villar said that the whole investigation was just a ploy designed to hurt his chances in the 2010 elections. "[It was] conceived in malice and was meant to embarrass me so I will not be a factor in these elections… Nagsimula ito ng umakayat ako sa surveys. Nang gumaganda numero ko, pumapangit naman ang mga atake nila sa akin… Tumatakbo ako ng maayos, kaya eto, pinapatid nila ako. [It started when my ranking rose in the surveys. When my numbers went up, they started attacking me viciously… I'm running a clean race so now they're trying to trip me.]"

    Anything that comes out of Enrile's mouth should be DISMISSED rudely and mocked! He has NO credibility whatsoever and am wondering how people can trust this deceitful, greedy, bastard trapo who helped prop up Martial Law in the first place! Still longing for the day when the karma police come in calling for his head and debts!

    Let me quote from a privilege speech Rep. Joker Arroyo of the City of Makati and know why he has become absolutely incredible. The privilege speech was delivered August of 1998:

    "I rise on a question of collective privilege on a constitutional issue that affects the integrity of the House and it is very ripe to continue existing.

    "In the course of the fight for the speakership, Rep. Agapito Aquino, chairman of the reform bloc, raised questions regarding the fitness of Rep. Villar to seek the speakership. Rep. Villar chose not to answer the charges but he was overwhelmingly elected Speaker by this House. Successful election, however, does not answer the questions or lay to rest charges of wrongdoing, not in (a) government of laws.

    "We had a colleague; we still have a colleague in the person of Congressman Jalosjos. He was elected by his district but that did not erase his conviction. So, drawing a parallel election does not wipe out the offense.

    "The questions raised, nay, the charges against Speaker Villar are constitutional in character. And our duty as members of the legislature is peremptory and clear. We took oath to support and defend the Constitution and uphold the laws. The Constitution has been violated, laws have been broken. If we are to continue in the capacity of public officials, if this Chamber is to continue in its very character as legislature, an indispensable pillar in the system of checks and balances, then we must come to the Constitution’ s defense and the vindication of the laws."

    Based on official documents, and not on a he-says-she-says set of assertionsâ€â€it has to be reasonable to conclude:

    1. Since there was already an ongoing project (the MCTEP) linking C-5 to the Coastal Road, it was totally unnecessary to build a second one.

    2. Which means that there was a waste of scarce resources. Instead of using only P2.6 billion of government funds for the first project, the government had to spend an additional P6.9 billion for the second, which practically duplicated the first, except for the additional length which happily for Senator Villar, traversed his properties.

    3. This unnecessary, wasteful project was certainly Villar’s idea. It is specious to argue that it is a DPWH project. As the DPWH feasibility study states (in black and white), both the CX-5 and the LPPLP were conceived and initially funded by Villar.

    4. Villar benefited tremendously from the second project. Certainly, his companies were paid significantly more per square meter for the road right of way (which were mostly bought from him). But that pales into insignificance compared with the tremendous increase in the values of his real estate holdings in the areaâ€â€at least 50-52 hectares.

    Is he blameless? VILLAR IS GUILTY!

    Si VILLAR: Wala talagang pinagkaiba kay Gloria Macapagal Arroyo. As transactional as transactional can be. No wonder they got together fine. No wonder she trusts her enough. No wonder he is "her man".

    Todo pasa. Non-confrontational. Walang masamang tinapay. Maski tawagin mong duwag. Maski tawagin mong manunuhol.

    And whenever the going gets rough, there are always grouches and the clowns to send in to douse the public fires. Grouches on the Senate floor, verbal bullies who would anger and enrage the other side. And clowns on television, por los pobres. Willie Revillame in Wowowee, and interviews by Michael V. And of course, the King of Comedy, El Dolphy, mismo! Vouching for Villar’s integrity! Nagpapatawa?

    Just asking – SINO ANG MAS MAHAL ANG BAYAD?, the grouches on the Senate floor, or the comedians on TV?

    Villar’s argument is that the diversion has greatly benefited the residents of Las Piñas and environs. Of course it has also greatly benefited him, the extension traversing his land and increasing its value. Unfortunately for him, that is not an incidental point, that is the heart of the matter. If the road had been diverted to other towns, then they would have greatly benefited from it. Far more importantly, that simply means that anything Villar does to improve his fortunes can always be argued to be legal by being beneficial to at least some people, thereby raising the prospect of a national policyâ€â€a chilling one should he become presidentâ€â€that says: What is good for Vista Land is good for the country.

    That is a variation of “What is good for Standard Oil is good for America,†a concept that has driven the US to imperialistic wars, at great cost to its citizens, for the good of a few multinationals.

    Mahirap is a curious word that translates in English both as “poor†and “hard†or “difficult.†The way things are, Villar may have just have found the perfect label for himself. Mahirap: mahirap kausapin, or hard to talk to, refusing to stand before the Senate to explain his conduct; mahirap pagkatiwalaan, or hard to trust, you never know what kinds of extensions he will justify in the future; mahirap ang kalooban, or depleted in the inside while endowed on the outside.

    Someone like that proposes to lead you, you’re bound to say:

    Mahirap na.

    Sabihin na nating totoo na inalok ni Villar si Enrile ng "tulong." Eh parehas lang naman sila na at some point in their political careers ay nakinabang rin. Kaya hindi sila dapat magturuan pa.

    I want to tell Senator Villar, being an aspirant to the highest position in the land, I know you have helped a lot of people because you came from a poor family.

    Now that you are very rich, you are in a better position to help more of the needy among people.

    But to use your money to bribe people just because you want to kill the investigation instead of facing the charges against you, just like what President (Joseph) Estrada did, is the worst disservice you can do to this nation.

    Manny, there is no such thing as "wrong timing" and "politically motivated". The issue is MAGNANAKAW ka. Period.

    Paikot-ikotin mo man ang taong bayan ay hindi sila mangmang. Hindi porket marami kang pera ay ikaw lang at ang choo choo train mo ang marunong mag-isip.
