Alleged whistleblower claims Hocus-PCOS election cheating, says Binay bought 7M votes

Published: May 19, 2010 - 6:40am

An alleged whistleblower revealed automated cheating allegations against leading vice presidential candidate Jejomar Binay, among other politicians, TV Patrol World reports.

A masked man claiming to be an employee of the Commission on Elections who asked to be called "Robin" related how thousands of so-called "players" supposedly rigged the recent elections. Using pre-programmed compact flash (CF) cards and pre-shaded ballots, the players sent data via the "hocus-PCOS machines" to the central server of the Comelec three minutes ahead of certain precincts' transmission, blocking the transmission from the real PCOS machines.

Robin said they started offering ballots to candidates a year ago and had everything ready three months prior to the elections. Their going rate was P20 per ballot for those running for national positions and P10 per ballot for those running for local positions.

Nacionalista Party presidential bet Manny Villar allegedly pushed for P5 per ballot but the players rejected the offer. Villar is currently in third place based on unofficial and partial election results.

Only Jejomar Binay, vice presidential frontrunner from the Pwersa ng Masang Pilipino party, allegedly bought ballots among the vice presidential bets. Robin said Binay paid 1.4 billion pesos for seven million votes and added three million votes to presidential frontrunner Noynoy Aquino's ballots.

Binay and Nacionalista Party spokesperson Gilbert Remulla denied the allegations.

Robin also revealed the number of shaved votes of the other presidentiables: five to six million for Gilbert Teodoro, four million for Joseph Estrada, and two to three million for Eddie Villanueva.

Robin admitted he came out in public because the players have not yet been paid.

GMANews.tv also reported a videotaped interview with an alleged whistleblower who surfaced "because of a crisis of conscience," said Manila Times columnist Buddy Cunanan, who provided the video. The interview was shown to the media in a forum sponsored by the Catholic Media Network.

It is unclear if this masked man is also "Robin" because their reasons for coming out differ, though some of their revelations are the same such as the number of shaved votes and the "hocus-PCOS machine" process.

The masked man in the video claimed current second placer in the vice presidential race, Mar Roxas, "paid another group of players." The man said in Filipino, "This is why the players are having trouble right now. If Roxas' players are good, Binay will lose. But if Binay's money is better, he'll win."

He said it was actually Teodoro who was supposed to win with Estrada as the runner-up. He added, "[Vice presidential bet Loren] Legarda had no money. About four to five million of her votes were shaved off."

Cunanan said the masked man has "documentary evidence that he would be willing to [reveal] with the proper protection."

I do BELIEVE that there is a Mafia inside the COMELEC - regarding the scams on ballot secrecy folders, UV lamps and the delivery of the PCOS machines.

But I doubt the veracity of the statement made by this whistleblower.

Losers will always be losers. Sino nanaman ang may pakana nito? How can the election be fraud when the surveys are almost identical to the results i.e., erap overtaking villar, Binay overtaking loren and statistically tied with Roxas. Does that mean they are also in conivance with SWS/Pulse Asia? grow up peeps!

i believe this man wouldn't come out if he was paid properly... like this article said.."Robin admitted he came out in public because the players have not yet been paid."

i hope truth shall come out... and every single "player" who have not been played please come out and tell the whole truth...

This election is the dirtiest in the history of Philippine elections. Parang naging amateur tuloy si Garci. I myself witness how cheating can be done with ease.A voter cant even tell if his vote was counted or not. Buti pa manual counting eh nakikita mo ang pagsulat sa board ng mga boto at pwedeng makita ng pollwatchers. But with this PCOS, nobody can do anything about it cause nobody knows what was transmitted. No receipt whatsoever. The manual counting was slower and old tech but it wasnt definitely a large scale election fraud. Just wondering why COMELEC opted to remove the safety features of the system and the receipt that is supposed to be issued by the machine after voting. Malaki kinita ng mga taga COMELEC dito. The COMELEC should now be in the top three of the most corrupt government offices in the Philippines.

kung sino man itong tinamaan ng lintik na whistleblower na to at kung sinu man ang nagbayad sa kanya para sabihin na may dayaan (na naman?!) sa nakaraang eleksyon, sana pag namatay kayo e kunin kayo ni bro...the philippines will definitely not move forward dahil sa mga taong ganito..at kung totoo man na nagbayad sila to win..may God bless the philippines..
