Former Agriculture Secretary Arthur Yap surprised by P-Noy's allegations on rotting rice at NFA

Reacting to Pres. Noynoy Aquino's allegations on excess rice purchases of the National Food Authority (NFA) resulting to rice rotting in warehouses, former Agriculture Sec. Arthur Yap told Unang Hirit, "Hindi po natin masasabing mali ang Pangulo natin. Hindi ko rin po kasi alam kung sino ang nag-feed ng data sa kanya at kung anong mga assumptions ang ginamit. Ang sinasabi ko lang po, nagugulat kami at meron naman pong dokumento, may paper trail. Hindi po yan basta-basta magagawa  Matatakot ka rin kung ikaw 'yong administrator o secretary [na sabihing] nag-guesstimate ka lang."

("I'm not saying that the president got the wrong information. I don't know who fed him the data and the assumptions used. I'm just saying we are surprised because there's a paper trail documenting the said transactions. One cannot just pad the figures. If you were the Agriculture administrator or secretary, you would be afraid to just say you 'guesstimated.'")

Yap presented documents entitled Rice and Corn Supply and Demand Outlook for the years 2007, 2009 and 2010. Based on the documents he dug up, he said the country's rice importation for all three years were thousands of metric tons less than their respective year ranges. He added that an inter-agency committee decides on rice importation so all the agencies involved would have had to collude to pad the figures.

As the current governor of Bohol, Yap said he is ready to call for a formal inquiry to clarify the issue. He said in a report by ABS-CBNNews.com, "Who is not for searching for the truth? But sana, let's be fair." According to a Balitanghali report, the NFA has commissioned a group to oversee the systems and management audit of the alleged rice importation anomalies.

    you know Former Secretary yap is a very hard working and honest person. he really has passion for his job and you can see from what he does and what he says that he only wants what is best for the country, particularly in the agricultural perspective. you cannot make hasty generalizations just because of the tip of the iceberg news you hear from TV or any other form of media. get all the facts. then analyze it.

    Let's be fair & square enough to spare NFA from negative notions while they're proving their worth of existence in the grains industry, as mandated to help keep the price of rice stable through their rice distribution/ giving ready access to the staple.e.g.Dispelling the apprehension of rice price spiral as an effect of the El Niño Penomenon on the country's palay production (which could be one factor to resort rice importations in assuring "Food Security Stocks" for the Nation).

    there is no point of defending the allegiations, people will not care anymore since the GMA administration is truly not credible just look at the trust rating of GMA and compare it to PNoy. Rep.Yap and Ms.Horn just keep your mouths shut because you earned your millions from out Tax and be careful because someday you two will be behind bards once the PNoy administration gets on with its investigation of the SUPER CORRUPT Arroyo administration

    Arthur Yap is one of the most hardworking people in the GMA government. However, like Horn, he has no choice but to defend GMA out of loyalty to her and command responsibility at NFA. Unfortunately, no amount of spin will work this time. People are not st*p*d. PNoy is not st*p*d too. I am sure his figures were well-researched prior to presentation. Hopefully, yes hopefully, some people will end in jail.

    I don't think Pnoy was pointing fingers to any particular person on the NFA skandal. No amount of reason can justify wastage. If its not one persons fault out of command responsibility, then take the others and even the system down. Reform! The situation is not sustainable.
