P-Noy orders radio stations to play at least 4 OPM songs per hour, jokes about Ogie and Regine as godparents at his hypothetical wedding

President Benigno "Noynoy" Aquino III reminded the National Telecommunication Commission to "fully implement" Executive Order 255, which requires radio stations to play at least four OPM (Original Pilipino Music) songs per hour, reports Manila Times. Aquino directed the head of the Presidential Management Staff to talk to the DOTC about the EO during the oath-taking of the new officers of the Organisasyon ng mga Pilipinong Mangaawit (OPM) at Malacanang on August 13.

Aquino also vowed to protect the intellectual property rights of musicians. He stressed the importance of supporting the music industry: "For a country that is developing like us that has so many problems, the arts for man's sake really deserves all the support we can (give)  Music can encourage. When you're down and hopeless, it can help you live again and make you think that you can hope again, dream again and that we can find direction."

Manila Bulletin reports that singer-songwriter and OPM President Ogie Alcasid, who campaigned for Aquino in the recent elections, reportedly asked the President to revive E.O. 255, which was issued in 1987 by Aquino's mother, the late former Pres. Corazon "Cory" Aquino, according to The Philippine Star. Alcasid also asked for Aquino's support in providing assistance to the young, sick, and elderly members of the industry.

Pres. Noynoy Aquino tells Ogie Alcasid and Regine Velasquez, "Pagdating naman ng panahon, kayo naman ang gagawin kong ninong at ninang ko," at the 00:38 mark.

At the oath taking ceremony, Aquino said he will be a secondary sponsor at the wedding of Alcasid and "Asia's Songbird" Regine Velasquez rumored to take place in December. The President quipped that he would ask the couple to be godparents at his wedding should he get married in the future, according to The Philippine Star. "Pagdating naman ng panahon, kayo naman ang gagawin kong ninong at ninang ko," he said in a TV Patrol World report. Aquino, 50, has been with his girlfriend, Valenzuela Councilor Shalani Soledad, 30, since 2008.

    FM stations target audience are bus,jeep, fx drivers and their passengers. No one listens to radio nowadays. That's why there are more talkies than music. Back then (80s-90s), djs are the ones who spin the record, now they're just announcers who occasionally play a track or two. And if they did it's Journey, Air supply, BonJovi or Guns N' Roses. Sure they play OPM. Like Sarah G. singing Celine Dion, Jovit singing a Queen song. Ever heard DJ Mo take request, review an album or play a track? Exactly.
    Pinoys still make good music, pop/rap/rock. Yet they are not given any airplay unless they are from a major recording company or they give payola. There's Nu rock, but it has this "sosyal", inaccessible image that turns away the masa.

    Kaya walang matinong pelikula ay dahil kikita din ang showbiz sa Film Fest. Bawal magpalabas ng banyagang pelikula. Kung hindi tayo makakapagbrasuhan sa dekalidad na pelikula at musika, tatamarin lang ang mga tao gumawa ng magaganda at totoong masining na likha. Ang dapat na EO ni P-noy ay ang pagtutok sa tamang pagturo ng musika at sining, hindi sa pagpapahimpapawid ng TAE.

    This is BS. Our president should have thought about this deeply. First, 4 OPM songs is too much for those radio shows that have a talk show format. Commercial load is long enough, why torture us more with OPM songs that are just pure revival? Let's just admit it. OPM right now is not at its best. ALTHOUGH there are some OPM songs worthy of airtime, mostly from indie rock bands. The only thing that can help OPM is by CREATING OPM. Stop the revivals! We've had enough of them already. We have wonderful songwriters here in the Philippines. Pnoy should have just made an EO about OPM artists/record labels to be prohibited in making revival songs from FOREIGN ARTISTS.

    Don't get me wrong. I would love to support OPM. Just give the people good material like the foreign artists do.

    @ Engkris you shouldn't always focus at large issues... mas matuturing narin na good exercise of power ni noynoy ung mga short-termed goal na mga Executive order 255, ok lam natin na madaming issues na dapat i-focus like sa hacienda luisita...and education hahayaan nyo na lang ba na maubos ung time sa iisang goal na matagal ma-meet? so mas maganda kung may maimplement sila na mga simpleng batas kagad habang nasa long process pa ng pagdecision mga complex na issues...saka ang E) 255 ay dati nang ginawa ni late pres. cory at pinagtibay lng ulet ni noy...

    Magandang at nakatutuwang mungkahi na tangkilikin natin ang sarili natin sining. Mayroon na palang batas na kailangan 4 na awit na mula sa OPM ang patugtugin ng mga radyo himpilan sa FM sa loob ng bawat oras. Subalit kailangan din natin maunawaan ang kahulugan ng OPM. Ang pagkaunawa ko sa "M" sa OPM ay MUSIC. Hingil dito, maari ba natin sabihin na ang mga ROCK at RAP ay kabilang sa MUSIC? The point is, to make this law more acceptable to the public, maybe it will be a good idea if the music artists and writers will be responsible enough to play and compose respectively, songs that provide good messages.

    it should not be a big deal to those "conio" stations like magic 89.9,etc. because, in other countries like sweden and korea they obliged their fm stations to have a majority of their airplay to their local music, i just wish that some fm stations will gonna play some raw and new musics like indie songs than the boring ballads of sarah geronimo and charice

    i agree that there are certain time slots allotted for international hit charts, so it'll be hard to implement this. but this really shouldn't be an ordinance in the first place. radio stations should promote our local music industry by playing opm songs (if possibly) more than the international ones. this will encourage artists to step up their game. and i beg to differ, i think we have a lot of really good artists but because of the lack of exposure, they are being out shined. but with this, they can hone their skills.

    besides, the more we support our industry then the better the chance of increasing record deals and sales... lesser music imports means more money means better for the economy. and anything good for the economy is good for the people. very simple. we need to see this in a bigger perspective.

    and come on... i think most radio stations play crap everyday anyway... i'd love to hear what our local musicians can offer (para mapalitan na ang mga teeny boppers and non-sense booty shaking *ss music sa hit charts, time for REAL PINOY MUSIC)

    Maybe our opm nowadays are consider now as sellout, but to some people who insistingly instill to their mind na ang opm ngayon ay puro rakista lng at mga rap is kinda annoying, i cannot blame those people dahil nasanay sila sa mga mainstream opm na katulad ni sarah geronimo...kaya nahilig nlng ako ngayon sa mga OPM indie acts, kesa sa mga alam na...naiintindihan ko naman si noy kung bakit nya inimplement ung EO 255,natuwa ako sa ibang radio stations like U92 at 99.5 RT kasi biglang nagkaroon ng mga indie musics...yahoo

    actually, meron nang rule ang mga radio stations tungkol sa pag papatugtog ng mga OPM songs. dati kasi halos wala talaga. tapos nagkaron ng rule na 1 OPM song every hour. since 3-4hour shift ang mga DJs, approx. 3-4 OPM songs yung napapatugtog nila.

    bukod naman sa ibang issues na dapat i-tackle ni noynoy, mabuti na rin at nakikita nya yung iba't ibang sulok ng industriya at hindi lang puro politika. shempre hindi naman patungkol sa OPM lang ang focus, ni Noynoy di ba?

    saka ok rin ito, mas makikilala ng mga tao ang OPM at hindi puro foreign music na lang. Kudos to Noynoy!

    This is kinda st*p*d... First, some radio stations have regular slots where they focus mainly on international musics or hit charts. Obviously you won't hear a Sarah (ewww) Geronimo song on Magic89.9 or RX93.1. That's the reason why radio stations have a certain target audience.

    Also, these days our Filipino music is declining in terms of quality. If you really want to listen to OPM music, you listen to indigenous tribes playing their string instruments, not Rock or Pop or even Pinoy Rap (Barf!), thats real OPM music. Nowadays, pinoys try to pass off their accents to a fake american or british to pass off their song as "world class"
