NAIA makeover contract goes to another design team; Kenneth Cobonpue, Budji Layug, and Royal Pineda displaced

ABS-CBN's Bandila reports that the government has officially tapped Leandro V. Locsin & Associates to undertake the makeover of the Ninoy Aquino International Airport (NAIA). With this development, it looks like the team made up of industrial designer Kenneth Cobonpue, furniture and interior designer Budji Layug, and architect Royal Pineda won't be implementing their pro-bono concept for the project.

 

"A year ago, we were asked by several Cabinet secretaries to help in the country's branding. We suggested na let's start with the airport," said Cobonpue.

 

According to the Bandila report, Cobonpue, Layug, and Pineda spent eight months doing legwork for the concept that they presented to the public in October. The work they did for the entire time was pro-bono. The trio also said that their design was approved by the Manila International Airport Authority and former Department of Transportation and Communications (DOTC) Secretary Jose "Ping" de Jesus.

 

Cobonpue, Lauyug, and Pineda were reportedly surprised to find out later on that the contract was awarded to Leandro V. Locsin & Associates. In a statement given to ABS-CBN News, DOTC Sec. Mar Roxas explained: "DOTC decided retained Leandro V. Locsin & Associates, the original architectural and engineering firm that designed NAIA Terminal 1. [The firm's] insights will be of valuable help in minimizing disruption to operations."

 

Meanwhile, when asked about the issue raised by Cobonpue, Layug, and Pineda, MIAA general manager Jose Honrado said (in Filipino), "I'd like to make it clear that we made no formal commitment to them. They just presented their recommendations. They offered their services and we're thankful for that."

 

According to the Bandila report, Cobonpue, layug, and Pineda are fine with letting go of the NAIA project. They just want the government to acknowledge that the task had, indeed, once been given to them.

    @ARCHITECT : I agree with you! the problem with Cobonpue, et al is that they publicized their "pro bono" work more than Kris Aquino would about her marital problems. They even have press photos of their design team. cobonpue is a marketing guy, not an architect. PERIOD. With all the publicity he has created and is still creating, he's really branding the NAIA as a Cobonpue. And since he said that the airport is the gateway of the country - my goodness, thank you Mar Roxa FOR STOPPING THIS GUY FROM BRANDING OUR COUNTRY THE REPUBLIC OF COBONPUE!!

    I am from the business and a harvard graduate. let me tell you one thing people. in other countries, always the best practicing firm handles government offices and structures because true enough they reflect our country. each architectural firm go through intensive criteria to make sure that they can deliver. the naia being awarded to locsin IS A BRILLIANT DECISION. mighty proud of my government for doing that. rnrnpro bono is pro bono. if anything we thank these three professionals for the fast pull to rehabilitate naia. but other than that, they should be happy enough that their proposal was recognized and highly regarded by people. im sure it helped tremendously for their company's marketing.rnrnbut as far as my government structures, i say we keep their integrity and rehabilitate them right. fund it well and hire one of the best architects out there, highly experienced. rnrncongratulations for a good decision!

    Bobo ng mga komentarista dito.. Kaya nga may word na "renovation" eh, everything just have to cope with fast-paced changes. Just because outdated na yung design ng Locsin and Assocs., they would do the same? - it doesn't follow. The Cobonpue's might deserve an acknowledgement for their proposal but no formal commitment means no contract at all.

    Well,for those that do not know, there is an issue with regards to the team itself of Cobonpue et al. Not in a design perspective but rather on legalities and technicalities.rnrnhttp://architectureboard.ph/news.php?id=154#mainrnrnIt would be difficult to elaborate on specifics of legalities but I guess this is one issue that is also being faced by the three.rnrnAlso, for those who may question why LVL was chosen. I think from a timeline perspective (if they really wanted it done quickly) LVL has all the plans and documents, as such have a knowledge base ahead of other possible choices. Think about it this way, Cobonpue et all took 8 months to develop their schematic study. If you passed this to a new set of designers, then you may as well spend considerable time researching and studying the plans which the government may have opted not to pursue anymore as time is of the essence for them.rnrnAs for the Projected Construction Cost (PCC), it does not include any design fee. When you compute PCC, you do not include the designer's fee as it is not directly related to the construction per se eventhough it is a cost for the construction to happen.rnrnI for one, really think NAIA 1 should just be closed and not spent on. But before doing so, they should work on NAIA 3 so that it runs 100% and not waste any more funds to NAIA 1 as it seems like a futile investment on the governments part.rnrnGranted we want to fix the idea that NAIA is one of the worst airports but we have NAIA 3 as a unmaximized, and underused terminal still which is still a canvass you can work on.rnrnCentennial is another issue altogether but that is PAL only anyway while NAIA 1 is currently the "other airline" terminal or hub. The smart move is still to move these guys to NAIA 3 and start from scratch on the area of where NAIA 1 stands. It can be a "new" domestic terminal or a transit point for airport passengers who use buses, jeeps and/or private vehicles.

    I don't get it.. why will you get the same group that designed that horrible airport in the first place? It was never, not even when it was new, thought to be at par with good airports abroad in the 70s so what makes us think that LLA will be able to elevate it to higher standards now? Seriously flawed design and *gly aesthetics before, then using the same group that came up with one of the most hated airports in the world will guarantee another failure. Besides, the team that comprised LLA during its golden years are off to better pursuits so I can only expect another big letdown... and a really expensive one at that...

    In school, we're taught that before designing something, even for pro bono work, there has to be a written document honoring the partnership between client and designer. It's a basic requirement for professional service and protects both the client and the designer if something bad happens during the project.rnrnEven if Pineda and co. were approached by cabinet secretaries for a design proposal, it does not guarantee that their proposal would be used. I get that they should at least be acknowledged to have initiated work on renovating the NAIA terminal, but without having a formal commitment between them and the government, their proposal remains only as a design suggestion and nothing more.rnrnI'm sure Locsin and Associates would do a great job with the renovations, and just because they were the original designers, it doesn't mean that they'd make the same mistakes this time. Just my two cents. :)rn

    If you have seen the news yesterday, it was the three themselves who said that THEY WERE APPROACHED BY CABINET SECRETARIES, in the words of Mr. Cobonpue himself, "This is not something unsolicited."rnrnAnd yes, I know that Locsin and Associates are professional, competent etc. but why do we have to it to them again when they were the ones who created the old one and by now masyado nang outdated yung design. Can't we be open to making our airport more modern and at-par with the other modern airports internationally? Baka ang labas niyan maging 80's pa rin yung itsura ng airport.rnrnAnd can we please stop dragging the name of Team Manila here?? Pano naman sila nasali usapan they're not even part of the issue? Kawawa naman yung mga tao nasasali dito and they don't even have anything to do with the issue at hand.

    It is a common practice in advertising and design to propose pro bono works to establishments. It is voluntarily free of charge. Locsin and Associates is known locally and internationally, they are known to build superb architectural buildings and establishments in Ayala Makati and elswhere. I'm sure they will do justice in giving NAIA a facelift, afterall they were the ones who originally designed it in the first place. Goodluck!

    @DAN:rnI'll give points for the faux-Pro Bono scheme. Let's say Cobonpue's team are businessmen, who aren't? And would the materials/furnitures automatically be purchased from them? rnrnIf their furnitures are quite overpriced, and kelangan sa kanila kunin, well, maybe we can consider the quality of these. Sad to say, sa government, overpriced din, though the sad part is, mediocre or low quality materials pa. Ergo: easy deterioration. which means more expense for maintenance per se.rnrnAnd yes, TEAM MANILA, they design shirts. I dont know about their credibility with architecture, but they design shirts! It's a different thing, totally. rn(Maybe they want the Naia full of Jose Rizal images, or lotsa Slogans or One-Liners)rnrn--It's not that I'm a Team Manila hater but, oh well.

Cobunpue et al, OFFERED their "pro-bono" services to the extent that they had to spend 8 months doing th legwork is only incidental.rnrnThe one who can shed a light on this mess (yet another mess by this messy government of ours) is Ping de Jesus who alledgedly approved their design. rnrnBut come on, Cobonpue et al are all businessmen. They know what is in store for them if they get this P 1 B deal. And their designs are indeed over priced, over rated.rnrnWhat they give as free design, they will recover from those over priced, designer furniture. Me, thinks.rnrnAnd Team Manila? Come on. And people just don't appreciate Cobonpue's team effort of offering their service which is pro bono.. Buti nga may nag initiate gumawa. Kung di sila gumawa ng first move (8 months of doing that proposal is no joke, they might lost thousand of pesos already for doing that but they don't care, for their love of the country), kung wala, di papansin ng bulok na gobyerno ang problema ng naia. Honestly, nakakahiya na tlga itsura ng Naia. Stocked na sa 70s. That's all, thank you. bow.

    buti naman hindi sila ang nakuha. proposal lang naman yun. grabe naman kung sila nakakuha ng kontrata, syempre mga furnitures at lighting designs din nila ang gagamitin. e pang milyonaryo presyo ang mga gamit nila.sa reports proposal nila is 500million for interiors alone. kung mkapag presyo naman itong 3 ito. hindi kailangan ng naia ang ganyang kamamahal na gamit. dapat maging economical tayo sa panahon ngayon.
