When does the law become a weapon?

The Geneva-based Press Emblem Campaign (PEC) has identified the most dangerous countries for journalists. In the group’s 2011 list, Mexico was ranked first, as many journalists became "victims of the ongoing conflict between the military and drug cartels in the north of the country."
