Bacolod City Rep. Anthony Golez said President Noynoy Aquino risks impeachment complaints if the pending Reproductive Health (RH) bills are passed without removing provisions that supposedly promote abortion.
According to PhilStar.com, Golez argued that "life begins upon fertilization or when the woman’s egg cell meets the male sperm cell." Golez said, "Before we can even decide at all (on the RH Bill), we have to decide whether or not this state, as enshrined in the Constitution, would protect the life of mother and unborn from moment of fertilization or conception."
Article II, Section 12 of the Philippine Constitution says, "The State shall equally protect the life of the mother and the life of the unborn from conception." However, Cebu Rep. Pablo Garcia said records showed that framers of the Constitution equated conception with fertilization, according to PhilStar.com.
PhilStar.com quoted Golez as saying, "Will (RH proponents) drag the President’s name into the controversy? That is a culpable violation of the Constitution and the President can be impeached because of that. Who is going to be answerable for this?"
