ABS-CBNNews.com reports that Senator Ralph Recto said in a statement released on Saturday, May 12, that he has "no objections increasing the budget of the government’s conditional cash transfer (CCT) anti-poverty program as long as it reaches intended poor beneficiaries." The report quoted Recto, who said, "This is better than giving away condoms, but the targeting must be precise like smart-bombs."

Then again, the report pointed out: "However, Recto expressed concern that despite billions being poured into the CCT program, many Filipinos are still going hungry. He said an estimated 4.8 million of them are skipping meals once in three months. Recto said the government through the Department of Social Welfare and Development (DSWD) may have to reassess its CCT strategies to determine if the intended beneficiaries are being served."

The report further noted that Recto also said, "Inspite of the CCT, the number of the poor and hungry is increasing. There must be something wrong there. Are we really hitting the intended beneficiaries? We might need to rethink the strategy."
