PAGASA warning: Expect more flooding caused by tropical storm "Helen"

The report quoted PAGASA forecaster Raymond Ordinario, who pointed out that "land areas in several provinces such as Rizal, Cavite, Laguna, and Pampanga are already saturated by water and can no longer absorb more rain." He explained that the soil in the said places were already saturated from last week’s deluge so the said areas no longer have the capacity to absorb the rain.
