ABS-CBNNews.com reports that "the Land Transportation Office (LTO) has revoked for life the license of Robert Blair Carabuena, the motorist who abused a Metropolitan Manila Development Authority (MMDA) traffic constable." The report noted that the lifetime ban of Carabuena’s driver’s license was announced via "a 10-page decision issued by LTO-National Capital Region (NCR) Director Atty. Teofilo Guadiz."
The report added: "Aside from the lifetime driving ban, the LTO also charged Carabuena with assault of a person in authority for roughing up traffic constable Saturnino Fabros last month, as well as refusing to obey a traffic order."
The report quoted Guadiz , who said he "gave Carabuena a chance to submit an affidavit in a hearing last September 10, but he did not show up." Guadiz said "this amounts to a waiver of his right to reply and explain his side."
