(SPOT.ph) Davao City Mayor Rodrigo Duterte has filed a Certificate of Candidacy (COC) for re-election as Davao City mayor at the Commission on Elections (COMELEC) district office in Davao on October 15. The Mayor's executive assistant, Christopher Go and Davao City Administrator Melchor Quitain filed the COC on his behalf. Go was seen wearing a shirt saying, “NO is NO” and “Sinabi ko na ayaw ko, ang titigas ng ulo 'nyo –Rody Duterte,” at the back. Go added that Duterte wants to tell his supporters, “Thank you, but I have decided to run for mayor of Davao City again.”
On October 14, the Mayor’s daughter, Sara Duterte, posted a photo of her shaved head via Instagram. Duterte’s supporters took this as a sign that she was urging her father to run as president. On Thursday morning, hair salons in Davao City were filled with Duterte's supporters wanting to have their heads shaved. His followers in Manila, meanwhile, flocked to the COMELEC office in Intramuros, Manila to do the same.
After the Mayor filed the said COC, members of the Association of Barangay Captains (ABC) who had shaved their heads called themselves sawi as they shook their heads and laughed it off.

According to COMELEC spokesperson James Jimenez, under COMELEC rules, Duterte could still file for a COC for president until 5 p.m. of October 16. Even if he has already filed a COC for mayor in Davao City, he can file for multiple COCs as long as he withdraws the others. The last one filed will be the one considered valid.
