(SPOT.ph) The implementation of the “no gift policy” at the Bureau of Internal Revenue has apparently become stricter after the Duterte administration took over the department.
New Bureau of Internal Revenue (BIR) Commissioner Caesar Dulay’s directive was tested over the weekend after one of the agency’s employees was sent a birthday cake at the office, The Manila Bulletin reported. The cake, which was worth P500, was not allowed by security guards to be delivered to the BIR employee, citing the "no gift policy." Dulay, earlier this month issued a memorandum order reminding BIR employees regarding the said policy.
“As public servants and professionals, the BIR officials and employees adhere to the principle that public office is a public trust and promote a high standard of ethics in public service. In this regard, we are expected to perform our duties and responsibilities without expectation of any favor or material reward,” the memorandum read.
All BIR employees who are sent gifts are directed to “immediately and politely return” these to their respective senders.
President Rodrigo Duterte has previously identified the BIR as one of the most corrupt government agencies, subsequently warning the agency’s employees to quit their illicit practices.
