PNP sets aside P1.4 million to buy 7 horses, Lacson jokes: "Huwag lang secondhand"

In the wake of their controversial acquisition of helicopters, GMA News Online reports that the Philippine National Police (PNP) plans to acquire seven locally-bred horses for P1.4 million next year. That’s P200,000 for each horse.

PNP chief Director General Raul Bacalzo told senators at the budget hearing of the Department of Interior and Local Government (DILG): "(It’s) for the Cordilleras." Bacalzo explained that "horses are needed in rugged terrain where vehicles may not be able to pass."

The GMA News Online article noted: "The PNP has been embroiled in recent scandals over its purchase of used helicopters, as well as alleged irregularities over its acquisition of rubber boats and the supposed overpriced repair of armored personnel carriers."

Perhaps, this was why Senator Panfilo "Ping" Lacson joked: "Hindi naman siguro kabayo ni Mikey ito." He was, of course, referring to party-list Rep. Mikey Arroyo, the son of former President and current Pampanga Rep. Gloria Macapagal-Arroyo.

Lacson then went on to say, "Sa akin okay lang yan huwag lang secondhand." This quip was most likely a dig at former First Gentleman Mike Arroyo, who is accused of selling secondhand helicopters to the PNP.
