Santiago suggested this qualification last week, as the public still reeled from Senator Lito Lapid’s admission that he was afraid of participating in the RH Bill debates due to his poor English and the fact that his poverty had only allowed him to finish high school. However, many people pointed out that Lapid could have gotten a college education after he made a fortune as an action star or even when he went into politics. Prior to being elected as a senator, Lapid had served as the vice governor (1992 to 1995) then later the governor (1995 to 2004) of Pampanga.

 

In any case, Santiago clarified that lawmakers should not be required to be fluent in English.
