Cebu Drops COVID-19 Test Requirement for Arrivals

But Lapu-Lapu City, Mactan City, and Mandaue City have different guidelines.

(SPOT.ph) The provincial government of Cebu is making travel for leisure easier than ever for arriving passengers. In a memorandum issued by Governor Gwendolyn Garcia, it was announced that people traveling to Cebu only need to present a medical certificate "that they do not exhibit symptoms of the COVID-19 diesase at the point of origin." With the province under General Community Quarantine until October 31, interzonal non-essential travel is allowed as long as you're coming from places under the same (or a less stringent classification).

The medical certificate should be issued within 24 hours immediately before arrival in Cebu. This effectively rules out COVID-19 test results, whether RT-PCR or rapid antigen, as a travel requirement when heading to the province. Non-essential travelers also need to pass screening at the port upon arrival and upon boarding. The memo was addressed to all mayors in Cebu, the Philippine Coastguard, the Philippine National Police, Mactan International Airport Authority, and all airline operators.

Lapu-Lapu City (Mactan), Mandaue City, and Cebu City, however, have different set of rules.

Cebu City Travel Requirements (as of October 4):

  • RT-PCR saliva test taken within 48 hours for fully vaccinated guests; and RT-PCR swab test taken within 72 hours or antigen test taken within 48 hours for non-vaccinated guests
  • Valid I.D.
  • S-Pass Registration
  • Travel Coordination Permit or Travel Thru Permit QR Code

Lapu-Lapu City Travel Requirements (as of October 4):

  • RT-PCR swab test taken within 72 hours or antigen test taken within 48 hours for all guests, vaccinated or not
  • Valid I.D.

Mandaue City Travel Requirements (as of October 4):

  • Government-issued I.D.
  • Confirmed hotel booking
  • Travel itinerary
  • Pass screening at the ports of entry and exit
