GUIDE: How to Access and Print Birth, Marriage, and Death Certificates

(SPOT.ph) The days of waiting weeks for a Philippine Statistics Authority (PSA) certificate could be behind us. For anyone who needs these records quickly for school, work, travel, or legal purposes, you'll be glad to know there is now a more efficient way to go about it.

The PSA has rolled out two new services—Viewable Online and DocPrint—that let you request documents without the need for an appointment.

These cover the most requested civil registry records including birth, marriage, and death certificates, as well as the certificate of no marriage (CENOMAR), and certificate of no death (CENODEATH).

The process starts at the PSA Serbilis website. You fill out the online application and pay the required fee—P130 for birth, marriage, and death certificates, and P185 for CENOMAR and CENODEATH. Payment must be made by the document owner.

You can settle the payment either in person at any PSA Civil Registry System (CRS) outlet—whether in Metro Manila, Luzon, Visayas, or Mindanao—or more conveniently online through the GCash Bills Payment facility. On your GCash app, go to “Bills,” select the Government icon, and choose either PSA SERBILIS or PSA Helpline from the list of billers. Input your PSA application Reference Number and contact details, then follow the next steps to complete the payment. If the request is for a death certificate, only the next of kin is allowed to pay.

Once payment is confirmed, you’ll receive a unique code that lets you view the requested document online. These digital copies are strictly for viewing for only 60 days, but they provide a way to verify details without waiting for the physical version.

If you need a hard copy, there are now two choices.

The first option is home delivery for an extra fee. Delivery and pickup come with fixed rates: P330 per copy for birth, marriage, and death certificates and P430 per copy for CENOMAR and CENODEATH if delivered locally, to an embassy, or picked up at an LBC branch. All fees already include processing, delivery, and the P30 Documentary Stamp Tax.

Customers may also pay the document fee and delivery charge via GCash.

Delivery times vary: expect three to four working days for Metro Manila addresses, six to eight days for provincial areas, plus an additional five to seven days for remote locations. So if you're in a rush to get your documents, we recommend the next option.

That faster option is DocPrint, where you can visit any PSA CRS outlet—whether in Metro Manila, Luzon, Visayas, or Mindanao—and have the record printed right away. Unlike the old system, no appointment is required. Just walk in with your access slip and have the document printed the same day.

Besides being faster, choosing to pick it up directly at a PSA CRS outlet is also cheaper at P155 per certificate and P210 for CENOMAR or CENODEATH.

Both services are part of the Civil Registry System - Information Technology Project Phase II, a wider push to modernize public service and remove the red tape around securing official records.
