PSA: You Can Apply for a Postal ID Again

(SPOT.ph) Getting a government ID in the Philippines can sometimes feel like a chicken-and-egg situation—you need a valid ID to apply for another valid ID. That’s why the Postal ID has long been considered one of the easier starting points since you can apply using two secondary IDs even without a primary one. Now, that option is back as Postal ID applications officially reopen.

According to the Philippine Postal Corporation (PHLPost), regular applications restarted on March 2, 2026, while rush processing will begin on March 20, 2026.

Applying for the Improved Postal ID costs P550 for regular processing and P650 for rush processing, with fees fixed nationwide. For Filipinos, the card is valid for three years. Foreign residents with a Special Resident Retiree’s Visa (SRRV) are also given a three-year validity period, while other foreign residents receive a card valid for one year.

The version returning to circulation is the Improved Postal ID, which PHLPost rolled out with additional security features meant to make verification easier. While the earlier card already had safeguards, many of those required special equipment to authenticate. The updated card now includes physical security elements that can be checked with the naked eye.

All Filipinos living in the Philippines may apply, as well as Filipinos based abroad who are in the country at the time of application. Foreign residents who have been staying in the Philippines for at least six months may also apply.

For new applications, individuals need to submit a completed Postal ID application form, proof of identity, and proof of address. While applicants may present one primary ID such as a passport, driver’s license, UMID, or National ID, those who don’t have one can instead submit two secondary IDs, with at least one containing the applicant’s photo and signature.

This proof of address may include a Barangay Certificate of Residency issued within three months, a lease contract, bank or credit card statement, school billing statement, or a utility bill.

Renewals require the accomplished application form and the expired Postal ID, while lost or stolen IDs require a notarized affidavit of loss. Foreign residents must additionally present a valid passport and documentation showing authorized stay in the Philippines for at least six months—such as an ACR I-Card or appropriate visa—along with proof of address.

Applications are done in person at participating PHLPost post offices. During the appointment, your photo, fingerprints, signature, and personal details are captured on-site before the card is sent for centralized printing.
