GUIDE: How to Access Birth, Marriage, and Death Certificates

(SPOT.ph) Going to a Philippine Statistics Authority (PSA) office for a civil registry document is already a chore. With fuel prices continuing to rise, it’s also becoming a more expensive one. The PSA now has an online option that lets you request and receive certain documents on your phone instead.

The PSA has recently rolled out its E-Certificate Service, allowing users to access official copies of birth, marriage, and death certificates, as well as the Certificate of No Marriage (CENOMAR) and the Certificate of No Death (CENODEATH).

The e-certificate is essentially an exact scanned digital copy of the physical PSA certificate in PDF format, ready to be sent to any institution asking for it. It also retains the same details and format as the original document, so you can even print a hard copy if needed.

What’s more, the e-certificate comes with a unique reference number and a QR code tied to the PSA system, which means anyone receiving it can verify the document instantly—either by scanning the code or entering the details online—so there’s no question about authenticity. More on this later.

Go to PSAHelpline.ph. From there, they choose the PSA E-Certificate they need, fill out the online application form, pay through the available payment channels, and complete the identity verification process. Once processed, you’ll receive a secure link via email where you can view and download your certificate.

Birth, marriage, or death certificates are priced at P290, while CENOMAR and CENODEATH are P345.

PSAHelpline accepts Visa and Mastercard credit cards, GCash, PayMaya, Bayad Online, and QRPh for online payment. You can also pay over the counter through 7-Eleven CLIQQ, Bayad centers, and Palawan Pawnshop. Other options include BancNet ATM and DragonPay, which covers over-the-counter payments, bank transfer, e-wallets, and other non-bank channels.

Do note that the online ordering rules are specific about who can request what. A PSA Certificate of Live Birth may be ordered online for yourself, your child, or your parents. The same applies to a Certificate of Marriage and a CENOMAR. For a Certificate of Death and CENODEATH, online requests are limited to the death certificate of a parent, spouse, or child. If you need copies for other relatives, PSAHelpline directs you to a PSA Civil Registry System outlet instead (find your nearest outlet in Metro Manila, Luzon, Visayas, or Mindanao).

There are also waiting periods for newly registered records. For newborns, newlyweds, and recently registered deaths, the PSA says it is better to apply only after the posting period, since processing depends on whether the records have already been received, verified, and converted into digital format. The posting period is around two to four months in Metro Manila and at least six months for provincial records.

You can check the status of your order by entering the 10-digit reference number on the order status page. The tracker shows whether your order is waiting for payment, already paid, already released at the PSA, out for delivery, or delivered.

Once the order is out for delivery, make sure to have a valid ID ready, as the courier will ask to see it before releasing the document. A tracking link may also be provided so you can monitor delivery progress.

If the buyer might not be available, PSAHelpline currently allows an Authorized Person to Receive the order, but they must be at least 18 years old. They also need to present a valid ID to the courier upon delivery.

For those who do not need door-to-door delivery, PSA certificates may also be picked up at selected National Book Store branches or Robinsons Department Stores nationwide, with PSAHelpline saying this option costs P30 less.

Each e-certificate comes with a 60-day validity period for online verification.

There are two ways to authenticate the document. One option is to scan the QR code, which leads to the official portal and displays the PSA-issued copy for comparison. The other is to visit the same PSAHelpline.ph site and enter the reference number and authorization code found on the cover page, which will also pull up the official PSA-issued version.

According to the PSA, the file is also digitally signed through the Adobe Approved Trust List (AATL), which is meant to show whether the PDF has been altered.

Earlier this year, PSA services also became available through GCash, giving users another way to request civil registry documents without going to a PSA office. GCash users could request PSA birth, marriage, and death certificates, as well as CENOMAR and CENODEATH, through PSAHelpline via GLife. However, only fully verified GCash users can access the service.
