Malacañang says Palace-drafted RH Bill no longer priority measure

Published: Feb 8, 2011 - 9:41am

Malacañang announced yesterday that they will no longer include the Responsible Parenthood Bill they drafted in the list of measures they will ask the Congress to prioritize this year, reports Inquirer.net. They will present 17 bills to the Legislative-Executive Development Advisory Council meeting on February 28.

Presidential spokesperson Edwin Lacierda denied that the administration has given in to the Catholic Church's anti-Reproductive Health Bill stand. "We are not pushing, we are not introducing the bill until after we finish the dialogue with the bishops," Inquirer.net quoted him as saying. A meeting between Malacañang officials and bishops is scheduled at the end of the month.

Lacierda said it is still possible for the RP bill to be sent to the Congress this year but President Noynoy Aquino might not certify it as urgent. "The President has maintained (he is for) the judicious use of the certification powers of the President. He limits himself only to the constitutional requirements of certifying a priority bill as urgent."

However, Aquino is still intent on coming up with an RH Bill, Executive Secretary Paquito Ochoa Jr. told ABS-CBN News.

@general amnesia & angelarnrnWell said! I agree on those points too. rnrnGeneral Amnesia, spending it on handouts to the poor is definitely unsustainable. It's also not a solution to their problems. It probably would promote them to become parasites. Might as well teach them to fish. Not give them fish (as handouts). rnrnAngela, the Church is beginning to sicken me whenever they meddle with matters of the state. They should be taxed! :D rnrnAnd lastly, PNoy is impressive. Impressively useless.

This is such a huge disappointment. I can't believe they're shelving this bill for the meantime. This bill is just what this country needs. rnrnWhy they can't understand the concept that overpopulation is one of the ROOT CAUSES- (amongst corruption, and the 'bahala na' attitude) of poverty here in the Philippines?rnrn1. Instead of pushing the RH bill, the Catholic Church wants to use the budget for "education and healthcare for the poor" - but this is just like putting a band aid over a gunshot injury. rnrnIf the Church is against the use of contraceptives, then I would like to ask how they plan to come up with the budget for " even MORE healthcare and education" for the EXPONENTIAL INCREASE in population in the coming years. Such nearsightedness!rnrnrn2. Responsible Parenthood is a must. No child chooses to be brought into this world and be forced to live the life they are in. It's a vicious cycle, damaged parents = damaged children.rnrnThe use of contraceptives by adults who are involved in a loving relationship/ marriage but do not have the MEANS - financially, emotionally, AND psychologically to raise a child properly MUST be properly educated to know that having yet another baby is indeed no laughing matter. RH BILL WE NEED YOU!!rnrnrn3. Asking everyone to abstain is completely UNREALISTIC. Everyone has been fornicating since the Jesus's era. ONLY MORE unwanted pregnancies will occur if the RH bill is not pushed.rnrn4. The Church says: WE ARE PRO-LIFE. I agree with this statement. But LIFE ONLY BEGINS DURING CONCEPTION, only when the sperm and the egg meet. rnrnIf conception doesn't happen because of the "artificial use" of contraceptives, then it might just have saved some new, innocent baby's life from being brought up with parents who just "weren't ready"rnrn5. Our Ecosystem. Every second of every day, a new baby is born. How long can our natural resources support the exponential population increase? Catholic Church, please answer this!! Thank you very much!rn

@gelo1rnrn1. There is nothing in the bill about legalizing abortion. That is simply a lie.rnrn2. Spending money to prevent unwanted pregnancies is an excellent idea, far better than spending it on handouts to the poor which are unsustainable.

I'm not surprised at all, he has not done anything but goof around. Seriously! Okay Mr. President, I think the only thing you have accomplished so far is having a new girlfriend.

P*ssy president. He's as gay as the gay priests are.

epic, your judgment is very idiotic and I think you're brainless as well. Have you tried listening or talking to your local priest? maybe you knew a priest and he is gay, then you start generalizing everybody using that as your basis.

it's not merely about condom and overpopulation guys. you don't entirely understand the scope of the bill. It is an introduction to legalize abortion and not only that, the government will be spending over 2billion pesos to fund for contraceptives when they can use that money to build houses for the poor.
