Smoking ban in all public areas of Metro Manila starts Monday, May 30

(SPOT.ph) Beginning Monday, May 30, smoking will be prohibited in public areas all over the Metro, reports ABS-CBN News. The ban encompasses bus terminals, waiting sheds, schools, hospitals, public utility vehicles and other public recreational areas. It is implemented by officers from the Metropolitan Manila Development Authority (MMDA) and in 17 local government units.

MMDA chair Francis Tolentino told GMA News that the ban is in accordance with Republic Act 9211 (Tobacco Regulation Act of 2003), smoking prohibitions of the Land Transportation Franchising and Regulatory Board (LTFRB), and local ordinances promoting the same cause.

According to a GMA report, violators will be fined P500 on first offense; those unable to pay will serve eight hours of community service. “We must be very strict in implementing our anti-smoking regulation. We want the MMDA to become a model government agency in terms of compliance with the Civil Service Commission (CSC) policy,” said Tolentino, referring to CSC’s order to ban smoking in government offices.

On Monday, Tolentino, the 17 mayors, and LTFRB chair Nelson Laluces will officially launch the “100% Smoke-Free Metro Manila” at the MMDA headquarters in Makati City, reports GMA. They will sign a commitment contract affirming a united goal—a smoke-free Metro Manila by 2012. Incidentally, May 30 is the eve of World No Tobacco Day. New York-based Bloomberg Philanthropies also approved a P9.5-million grant in support for the program.

The Philippine Tobacco Institute, however, is against some of the provisions of the ban. While it agrees smoking should be verboten in schools, hospitals and public facilities, they argued that roads are not listed in RA9211. According to ABS-CBN News, they are hoping that MMDA will reconsider their campaign.

"We'll be launching an information campaign so people will know that smoking will be prohibited in certain areas of main roads of the metropolis," said Dr. Loida Alzona, division chief of MMDA's public health safety and environment protection in the ABS-CBN report.

    Good morning, it is Thursday. The ban has been ineffect since Monday?rnAlmost every day, I walk on Valero Street, which seems to be the smoking lounge of the call centers in the buildings along the street. The sidewalk is narrow, with smokers lining the sidewalks and food carts coming up to the sidewalks, leaving a very narrow passage for pedestrians.. I have nothing against the smokiers personally - although I wish they would quite for their own good - but I hate the smoke. They are actually very polite about not exhaling in my face, IF THEY NOTICE ME, but mostly they are just taking a break and talking with each other. There are always some police, MMDA, etc. around, but so far nothing has changed.

    boracay also implemented no smoking on the beach policy.. but if you ask me.. i think its a joke. they cant even implement a simple rule such as jay walking.. ive seen jay walkers right under the nose of MMDA officers. how much more this? they are not consistent with their policies.. they will implement it strictly on some poor people, and they will let it pass on rich people. i dont think smokers will take this seriously.

    They have implemented this in Davao quite well. Any place you go, for as long as you are under a roof, even at the veranda areas of Davao malls, security will really reprimand you (nicely, though) and ask you to move elsewhere.rnrnI heard former Mayor Rodrigo Duterte used to ride his motorcycle around Davao City para manita ng smokers not following the ordinance.rnrnIn smoking areas (like in closed rooms in coffee shops), may nakalagay pa sa pinto na SMOKING KILLS. rnrnButi na lang I quit smoking in 2005.     you said it.... i wasn't born yesterday.... that's why i know and believe that not everything can be bought.... There are people that is, ordinary people and some in position that will support this project. In some places, this thing was a success. rnrnLet us put it this way, honest and strict implementation will make this a success. But of course, support of the people even if they are only forced to follow (because of the fine that goes with it) will make a difference.

I hope that other city and even provinces do the same. rnrnglad and philip morris, as i read your comments, i can say that you really won't agree with each other because you obviously have different opinion about this. Obviously again, one of you is coming from one direction and the other is from the opposite direction. you have different stake on the issue. rnrn though, and sad to say, it seems that there is a slice of truth in what philip commented, i am hopeful that most of the people will support this anti smoking thing.rnrnrnrn

    I agree with this ordinance. However, smokers have rights too. Banning smoking on the road in addition to those mentioned areas is stretching it too far. I don't know how it will be implemented.
