The President’s accusations on the alleged anomalies of the nine-year rule of Gloria Macapagal-Arroyo was based on false information given to him by his allies, said Lagman. "With all of the inordinate inaccuracies in the facts and figures cited to in the SONA, it is obvious that the President was fed wrong information by assistants and some members of the Cabinet," Lagman said. "Yung SONA kahapon ng Pangulo ay bitin, kulang at kapos."
According to the report by GMANews.TV, Lagman said that the Aquino’s SONA was a "partisan press release" and was loaded with motherhood statements.

Lagman, best known for authoring the controversial Reproductive Health Bill, however, praised the adoption and continuation of some programs of the previous administration. Lagman also said that the opposition’s criticism was a way to tell the President that the SONA should be used as "instrument to advocate reform and development, and not as a weapon to vilify and destroy."
Presidential spokesman Edwin Lacierda said it was just natural for the opposition to criticize Aquino’s first SONA. "Those are expected naman na hindi nila magugustuhan yung ibang sinabi ni Pangulong Aquino," he told media during the press briefing held July 27.
The Senate Minority, led by Senator Peter Alan Cayetano, is set to deliver their counter SONA on Wednesday, July 28.
