Pinoy peeping tom arrested in California for recording videos of over 40 females, children in Starbucks restroom
(SPOT.ph) Filipino-American William Velasco, 25, was arrested in Glendora, California, after allegedly hiding a video camera in the women’s restroom of a Starbucks branch and secretly filming over 40 women and children for two days in April, reports ABS-CBN News. Police have already identified 15 of the victims.
"I feel like it's a violation because you have children of different ages going in (that restroom)," said Rebecca Heady, a Starbucks customer, in the article. "If he has a sickness, it's not going to help to just let him run around." Velasco is currently free on a $50,000 bail. Police however are investigating him for stalking and for breaking into females' homes and stealing their underwear. He's had no criminal record prior to this episode.
State assemblyman Tim Donnelly said that he will author a bill to count these cases as a felony-despite age, and to require a sex offender registration. As of now, according to the ABS-CBN report, filming only counts as a misdemeanor, and becomes a felony only when victims are learned to be minors. "This is an assault on our human dignity. It is unconscionable that that this is not a felony right now. We really need to bring our laws up to date with the technology," said Donnelly.
