NPC owns Manansala mural -Court of Appeals

( The Court of Appeals has ruled that the National Press Club (NPC) is the rightful owner of the Vicente Manansala mural used to adorn its Intramuros office, reports ABS-CBN News. NPC sold the mural to a private gallery in 2007 for P10 million, consequently causing outrage in the Government Service Insurance System (GSIS). GSIS, the owner of the building NPC is based in, claimed ownership of the mural and sued NPC for allegedly selling government property.

"Being the owner of the mural, NPC has all the rights to dispose of the same in whatever manner it desires. NPC cannot be made liable, in any way, in exercising what is merely a propriety act," said the CA ruling in a GMA News report. "It is without doubt that the mural is a movable property-a personal property which can be taken by NPC whether or not it owns the building."
