"Ultimate solution" to traffic hell? DPWH plans to build P50 billion "Elevated EDSA" in 2012

Interaksyon.com reports that the Department of Public Works and Highway (DPWH) plans to start building the P50 billion Elevated EDSA by 2012.
According to the report, DPWH Secretary Rogelio Singson, referring to himself in the third person, told the Senate finance committee chaired by Senator Franklin Drilon: "There is an ambitious project which the secretary has undertaken and this is to build an Elevated EDSA. This will cost about P50 billion, consisting of 6 lanes, from Roxas Blvd up to Balintawak. This is a total of approximately 22 kilometers."
In the report, Singson diclosed that the Elevated EDSA funding will come from the Official Development Assistance (ODA) of Japan International Cooperation Aid (JICA). It’s classified as a Public-Private Partnership (PPP) project. The government will pay for right-of-way requirements: P5 billion for 2011 and P3 billion for 2012.
Singson added that the project "will be sectionalized." He explained, "So that while the ambition is to finish this before 6 years, the reality is that we will be able to finish sections of this project which we believe is the ultimate solution to the hell that we go through every time we pass by EDSA."
