ABS-CBNNews.com reports that the Philippine National Police (PNP) "believes the P500,000 bounty will help them capture retired Major General Jovito Palparan."

The report cited PNP Spokesman Agrimero Cruz who told ANC that "past experiences have proven that even the relatives of fugitives are willing to turn in their kin for money." Palparan is being charged for kidnapping and serious illegal detention charges for the 2006 abduction of University of the Philippines students Sherlyn Cadapan and Karen Empeño.

However, according to the report Palparan-through his lawyers-asked the Malolos Regional Trial Court on Tuesday, December 27, to recall the arrest warrant issued against him. Palparan reiterated that "the kidnapping and illegal serious detention charges by which the arrest warrant was issued are not the cases being investigated by government prosecutors."

Palparan pointed out that he-and his co-accused-"were only investigated for rape, serious physical injuries, arbitrary detention, maltreatment of prisoners, grave threats, grave coercion, violation of International Covenant on Civil and Political Rights, and the Convention against Torture and other Cruel, Inhuman or Degrading Punishment."
