ABS-CBNNews.com reports that Metropolitan Manila Development Authority (MMDA) chairman Atty. Francis Tolentino "admitted traffic can be bad at times in Metro Manila, but he doesn’t believe it’s among the worst in the world." The report noted that Tolentino was questioning Metro Manila’s inclusion in the CNNGo’s "World’s Worst Cities for Driving" list, where it was ranked No. 3.

The report quoted Tolentino, who asked, "Ano yung basehan? Ito ba’y number of vehicles, tagal sa kalye o quality ng road network? Wala akong makitang scientific basis (What’s the basis? Did they take into account the number of vehicles or the quality of the road network? I don’t see any scientific basis)." According to ABS-CBNNews.com, "Tolentino himself drove his vehicle around the metropolis on Thursday to prove that driving in the city was not as bad as the website article may have implied."

For the record, CNNGo claims that their rankings were "based on IBM’s 2011 Commuter Pain survey, World Bank statistics and other Internet sources." However, they did clarify that their list is "non-scientific."
