ABS-CBNNews.com reports that on Wednesday, August 15, "Iloilo Rep. Niel Tupas Jr., a known ally of the Aquino administration, doused speculation that the Judicial and Bar Council (JBC) conspired with the Integrated Bar of the Philippines and the Supreme Court to exclude Department of Justice (DOJ) Secretary Leila de Lima from the shortlist of Chief Justice nominees."

Tupas indicated that "the JBC had to disqualify de Lima because the Supreme Court has already referred de Lima’s disbarment cases to the IBP, which indicates prima facie finding." The report quoted Tupas, who said in his interview on ANC’s Headstart, "There was no conspiracy as far as JBC is concerned. Actually, there was some motion to include de Lima, but it just so happens that majority rules."

The report also said that Tupas added "that he moved for the suspension of the JBC’s rule to disqualify candidates facing administrative cases as early as last year because it is unfair to court outsiders."
