Marvin Sy of The Philippine Star reports that "Senators Pia Cayetano and Franklin Drilon have initiated debates in the Senate for the implementation of picture-based health warnings on cigarette packaging, both emphasizing the urgency for approval of the measure."

The report revealed: "The proposal is contained in Senate Bill 3283, authored by Cayetano, the committee report of which was taken up in the plenary earlier this week with Drilon as co-sponsor." The report also quoted Cayetano, who added, "Studies have shown that picture-based health warnings are more effective than text warnings alone. In fact, a study revealed that such health warnings are 60 times more effective in terms of encouraging cessation and prevention than text-only labels." Cayetano disclosed that she was "quoting a report of the Australian Department of Health and Ageing."
