Passage of the Reproductive Health bill at the House of Representatives faces even more delays, with opponents of the bill promising to scrutinize amendments to the bill line by line and page by page.

 

Lira Dalangin-Fernandez of InterAksyon.com reports  Cagayan de Oro Representative Rufus Rodriguez said  "if they want it amended, we will do it line by line, that will be until kingdom come." Manila Representative Amado Bagatsing, also opposed to the RH bill, said amendments have to be done  "page by page, line by line, that's how legislation goes."

 

The bill is in the period of amendments, where lawmakers can propose changes to pending legislation. With Congress scheduled to go on recess over the Christmas season and the campaign period for the 2013 elections kicking off in February, Rodriguez said there might not be enough time to pass the bill.
