Dexter San Pedro of InterAksyon.com reports that on Tuesday, November 13, President Benigno Aquino III "publicly announced the results of the investigation of the Civil Aviation Authority of the Philippines (CAAP) on the ill-fated Piper Seneca that was carrying the late Department of Interior and Local Government (DILG) Secretary Jesse Robredo, Capt. Jessup Bahinting, and Nepalese student pilot Kshitiz Chand."

Citing the CAAP findings, Aquino revealed that the crash was attributed to "pilot error." The report noted that Aquino said he was "sad and dismayed" by the results of the CAAP probe. He said, "If one or some of those involved did their part right, we could have avoided this tragedy. This is not finger-pointing but we are seeking justice."

Among the details divulged by the CAAP investigation was the fact that "Bahinting had no expertise on one engine inoperative emergency (Piper Seneca’s right engine died)" and that "instead of returning to Cebu when the right engine was lost, Bahinting still proceeded to Masbate when he "should have returned to Mactan."
