The Reproductive Health bill cannot be "held hostage" just because a senator is not ready to discuss amendments on it, Senator Miriam Defensor-Santiago, the bill’s author, says.

 

Marvin Sy of the Philippine Star reports Senators Santiago and Pia Cayetano, Senate Health committee chair, are considering moving to put the bill to a vote to avoid delaying tactics from opponents of the bill.  "We cannot be held hostage by the fact that one senator is not ready with his interpellation. Decisions are not made by a single person, not even the Senate president, but always by majority of senators present," the report quotes her as saying.

 

Earlier this week, Cayetano tried to discuss amendments to the RH bill on the Senate floor but Senate President Juan Ponce Enrile blocked this, saying he was not ready. Enrile said he did not know when he would be ready to discuss the bill.  "It is discourteous to the sponsor because in effect you are impeding her progress in pushing the bill through in giving such an indefinite, open-ended answer," Santiago said.
