Discussion on amendments to the Reproductive Health bill finally took off on Monday after Senate President Juan Ponce Enrile moved to tackle it on the Senate floor.

 

Jorge Cariño of ABS-CBNnews.com reports the Senate was scheduled to discuss a proposal to raise "sin" taxes on tobacco and alcohol. "But when Monday’s session started at 2 p.m., Senate President Juan Ponce Enrile took the podium and asked if he can give his amendments to the RH bill. Enrile explained that he felt bad that he was made to look like he is delaying the RH bill," the report said.

 

Two hours of debate later, just six of 17 amendments that Enrile plans to propose had been discussed. Senator Ralph Recto, who had his own amendments to propose, debated with the bill’s sponsor Senator Pia Cayetano for another hour and a half.
