BIR Commissioner Kim Henares says publishing list of top taxpayers won’t endanger those on the list, offers insights on a kidnapper’s mind

In a report by Cathy Rose A. Garcia of ABS-CBNnews.com Bureau of Internal Revenue (BIR) Commissioner Kim Jacinto-Henares was told that some people "have expressed concern that publishing the list of top taxpayers may provide kidnappers with the identities of rich individuals."

Garcia of ABS-CBNnews.com Bureau of Internal Revenue (BIR) Commissioner Kim Jacinto-Henares was told that some people "have expressed concern that publishing the list of top taxpayers may provide kidnappers with the identities of rich individuals." The report noted that Henares shrugged off these concerns.

 

The report quoted Henares, who said, "We can go to all the PNP (Philippine National Police) [and go over the] reported kidnappings, we can look at the list and check whether they’re on the top 500. I’m willing to bet there might be just one. For me, it basically proves that publishing data doesn’t mean they’re more vulnerable to kidnapping."

 

Henares then went to offer her hypothesis about a kidnapper’s mindset: "As a kidnapper, all you have to do is just sit in a lobby of a hotel and  look at the people in expensive cars or  jewelry or gold flashing around; and read [the] lifestyle section, to see the people who go to social events."
