ABS-CBN News reports that according to the Department of Social Welfare and Development (DSWD), they are now implementing a "three-strike policy" against street kids.

DSWD Sec. Dinky Soliman explained that from hereon, the kids who have been "rescued" by the DSWD more than three times would no longer be given back to their parents. Soliman noted that if parents were not able to care for their kids and left them to wander the streets, it would be much better if the DSWD took care of them. Soliman said the kids would only be given back to their parents if the parents showed that they were capable of caring for them.
