InterAksyon.com reports that President Benigno Aquino III has signed on Saturday Republic Act 10591 or the "Act Providing for Comprehensive Law on Firearms and Ammunition and Providing Penalties for Violations Thereof."

According to the report, the new law states that an applicant for a gun license must be "a Filipino citizen at least 21 years old, employed or owning a business or who has filed an income tax return for the preceding year as proof of income, profession, business or occupation." Aside from this, "applicants should not have been convicted of any crime involving moral turpitude" and must "pass the psychiatric test administered by a Philippine National Police accredited psychologist or psychiatrist, and the drug test conducted by an accredited and authorized drug testing laboratory or clinic."

Under RA 10591, citizens with a gun license are only allowed to own and possess small firearms.
