Philip Tubeza of the Philippine Daily Inquirer reports that six seats for party-list groups remain vacant because the Commission of Elections (Comelec) has yet to proclaim the winning groups to whom the seats belong.

In an interview for the report, Comelec Chairman Sixto Brillantes Jr. explained that the "five unproclaimed seats might remain vacant because more than a month after the 2013 automated midterm elections, some precincts have yet to submit their election results." He said there were still around "30,000 uncanvassed votes" although the reason for the delay in their submission has not been determined.

The sixth seat, meanwhile, has not been filled since the Supreme Court has yet to resolve the petitions filed by party-list groups Senior Citizens and Abang Lingkod regarding the allocation of seats for their nominees.
