Malacañang reminds Davao City Mayor Rodrigo Duterte that his shoot-to-kill order vs. criminals is against the law

ABS-CBNNews.com reports that Malacañang Palace on Saturday told Davao City Mayor Rodrigo Duterte that issuing a shoot-to-kill order against suspected criminals is against the law after three alleged kidnappers were killed in a shootout with Davao police last week.
The report quoted deputy presidential spokesperson Abigail Valte as saying in a radio interview that while the Palace understands Duterte's sentiments, his drive to keep the city peaceful should be done "within the bounds of law."
The Palace issued a comment after three suspects in the kidnapping of a Manila-based businesswoman were killed in a shootout with Davao policemen last Thursday while another was arrested. "A video of the encounter has surfaced suggesting a rubout, but Duterte is defending the cops involved," the report said.
