No relation, no "back-ride" policy for motorcycle riders pushed by Senator Sotto

Do you like hugging your partner from behind while zooming towards the sunset on a motorbike? That may prove to be tricky soon, because according to a report by ABS-CBN on August 10 (Sunday), Senator Tito Sotto is pushing for a nationwide enforcement of the "no relation, no back-ride" ordinance in Mandaluyong.
Phrased differently, the ordinance prohibits people who are not related (by blood) from riding together on a motorbike. According to Senator Sotto, this will decrease "riding-in-tandem" incidents...unless the criminals are siblings, as one naysayer to the bill pointed out.
It is also unclear how officers of the law will check your relation to your passenger. Everyone’s a cousin!
