How to “Order” Plastic Driver's License Through LTO Hotline
LTO guarantees "faster printing" for those who reach out.
(SPOT.ph) If you're still holding onto a paper-printed driver’s license, it might be time to take matters into your own hands instead of playing the waiting game.
You can now “order” a plastic version of your driver's license through the Land Transportation Office's (LTO) AksyON THE SPOT hotline on Viber for “faster printing.”
Everyone should have received their pending driver's licenses by July 1, according to the plans of LTO after they successfully bid out a contract for 9.7 million plastic cards to address the past issuance delays. LTO Assistant Secretary Vigor Mendoza said this rollout should be enough to support the demand until the end of 2024.
“We already downloaded sufficient supply of plastic cards down to the licensing offices across the country, kaya dapat lahat ay may plastic-printed driver’s license na dahil wala na pong backlog dito,” Mendoza said in May.
According to the LTO, only 5% of affected motorists have yet to claim plastic-printed driver's licenses.

How to order a plastic driver’s license at LTO hotline
Plastic driver's licenses can now be requested in three steps:
- Take a picture: Start by taking a clear photo of your current paper driver’s license. Scanning is even better for optimal clarity.
- Send to LTO: Send the picture to the AksyON THE SPOT hotline at 0929-292-0865 using the Viber messaging app.
- Claim the license: Once the request is processed, the LTO will print your plastic license at the LTO Central Office at East Avenue in Quezon City. You can choose to either pick it up in person or have it delivered through an accredited courier service.
While waiting for your claiming period, motorists with a paper license may also use the electronic driver’s licenses (eDL) through the Land Transportation Management Systems (LTMS) portal as an alternative to a physical copy. Under LTO Memorandum Circular No. HAV-2023-2410, eDL holders will “have the same privileges and responsibilities accorded to holders of a physical driver’s license.”

The AksyON THE SPOT hotline is not just for ordering plastic licenses. It was initially launched in May as a way for citizens to report abusive motorists and phishing scams impersonating the LTO through SMS.
