The Philippines Has the Highest VAT Rate in Southeast Asia
It's the highest in history.
(SPOT.ph) Every purchase now carries a heavier weight as the Philippines is found to have the highest value-added tax (VAT) rate in all of Southeast Asia for the 2023-2024 period, according to PricewaterhouseCoopers (PwC).
The Philippnes has a 12% VAT rate—our highest in history—which has been in place since 2006. Previous rate was at 10% in 2005, but the slight increase was made as part of the government's efforts to improve revenue collection.
That’s P120 for every P1,000 spent. You’d be surprised how quickly it adds up!
Following closely behind is Indonesia at 11%, but it's worth noting that the country has plans to increase its VAT rates to 12% by January 1, 2025 at the latest, matching the Philippines.

Here are the 10 Southeast Asian countries with the highest VAT rates based on December 2023 to March 2024 data gathered by PwC:
- Philippines – 12%
- Indonesia – 11%
- Cambodia – 10%
- Vietnam – 10%
- Singapore – 9% (goods and services tax)
- Thailand – 7%
- Laos – 7%
- Malaysia – 6%
- Myanmar – 5% (service tax)
- Timor-Leste – 2.5% (import sales tax)

What are value-added taxes (VAT) rates for?
According to the Bureau of Internal Revenue (BIR), VAT is a form of sales tax that is “levied on the sale, barter, exchange or lease of goods or properties and services in the Philippines and on importation of goods into the Philippines.”
Essentially, the VAT system is part of the government's effort to generate revenue for public services from education to infrastructure. With a 12% VAT on goods and services, consumers are directly contributing to the nation's budget, aligning with international standards for indirect taxation.
