(SPOT.ph) When it comes to hospital expenses in the Philippines, we need all the help we can get. A trip to the emergency room is stressful enough without worrying about the cost.
Thankfully, PhilHealth is offering a bit of relief by covering outpatient emergency services starting January 2025—meaning you can get urgent care even if you’re not admitted to the hospital.
New outpatient emergencies covered by PhilHealth
Under PhilHealth's Circular No. 2024-0033, the expanded benefit now applies to a wide range of emergency conditions, including burns, generalized weakness, dizziness, diarrhea, persistent vomiting, elevated blood pressure, nontraumatic bleeding, seizures, and severe headaches. It even goes a step further by including mental health crises and cases of sexual assault.
In addition to covering these conditions, the benefit includes essential services like diagnostic procedures, imaging tests like X-rays and CT scans, laboratory work, and emergency treatments like nebulization or intubation at a fixed fee per use.
Medications required during emergency care are included as well.

If you’re discharged from the emergency department within 24 hours—or, knock on wood, don't make it through the emergency—you can still count on this benefit to help you (or your family members) out.
The new policy extends to transportation as well, with PhilHealth now covering land ambulance services for emergency trips to the hospital. In the future, sea and air ambulances can also be included “following the establishment of relevant policies and regulations.”
Before this update, PhilHealth’s coverage was largely focused on hospital-based care, requiring members to be admitted to access most benefits. Although this worked for serious cases, it left a gap for those facing emergencies that didn’t necessitate hospitalization or surgery. Patients who needed urgent care but were discharged within 24 hours often had to shoulder any out-of-pocket expenses.
“The current All Case Rates (ACR) of PhilHealth reimburses procedures done at the ED as part of the service coverage for the hospital course of an admitted patient. Although ACR covers some conditions that require management at ED but do not warrant confinement, this coverage is primarily for surgical procedures,” the circular reads.
The list of accredited facilities offering this expanded package will be released on PhilHealth's official website soon.
