How to Apply for P5,000 Cash Aid for Affected Workers Under Alert Level 3

Workers who were laid off due to permanent closure of companies or suspended due to temporary closure during Alert Level 3 can avail of the one-time P5,000 cash assistance from the government, the Department of Labor and Employment said Monday.

DOLE is allotting P1 billion budget under its Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program for the cash aid which would benefit around 200,000 workers, Asec. Dominique Tutay told GMA News.

Who can avail of it?

"Lahat po ng uri ng manggagawa regardless of employment status, puwede po 'yung permanent, contractual, casual, on probation po, o kahit 'yung agency-hired po na employed din po sa principal o 'yung tinatawag po nating mga kompanya na kumukuha ng empleyado sa mga contracting and sub-contracting arrangement."


Establishments that implemented temporary closure, permanent closure, and retrenchment in areas under Alert Level 3 or higher can apply for the program here

"Those implementing Flexible Work Arrangements are not covered," DOLE said. Freelancers are also not covered by the program.

How can I apply for it?

Individuals who were displaced or temporarily laid off can apply here.

The applicant must provide the following:

  • Clear photo of self holding a valid government-issued ID (ex. Philippine Passport, Driver's License, SSS UMID Card, PhilHealth ID, Postal ID, TIN Card, Voter's ID, PRC ID)
  • Duly Notarized Certificate of Employment OR Notice of Termination OR Affidavit of Termination of Employment (Notice of Retrenchment or Certificate of Employment or Affidavit of Termination of Employment)

When can I claim the aid?

The aid will be released within two weeks upon submission of online application, Tutay said.

The first week will allow offices to evaluate the documents submitted and to prepare the payroll while the second week is for the fund transmission to banks and other remittance centers where they can claim the one-time financial aid.
