Everything You Need to Know If You're Returning to the Philippines

(SPOT.ph) More than a year into the pandemic and everyone's still confused with the travel guidelines, whether you're leaving the country, flying from one island to another, or moving from one city to the next. Going home to the Philippines is a whole different ball game as rules change depending on what country you came from and based on which airport you’re headed to.

Here are the international arrival guidelines for Returning Overseas Filipinos and Overseas Filipino Workers:

Arriving at the Ninoy Aquino International Airport 

For Returning Overseas Filipinos (ex. non-OFW students, non-OFW balikbayan, and non-OFW tourist):

  • All travelers should secure a Bureau of Quarantine e-Health Declaration Card through One Health Pass within 24 hours before your flight. Save a copy of the transaction number and QR code.
  • You may also pre-pay for an RT-PCR test, which will be conducted by Detoxicare Molecular Diagnostics Laboratory through the One Health Pass portal. Another option is to pay at the hotel on the day of your test through cash, card, AliPay, WeChat, GCash, or PayPal.
  • Make sure you have confirmed booking at a quarantine hotel accredited by the Department of Health and the Department of Tourism. Booking should be made for 10 days. If you’re coming from a Green-listed country, hotel quarantine can be only for seven days.
  • Upon arrival at the airport, you may proceed to the hotel desk. Hotel coordinators will verify your booking. If you have not made a pre-arranged transfer, accredited taxis are available to bring you to your quarantine hotel.
  • The RT-PCR test is done on the seventh day of your hotel quarantine, unless you came from a Green-listed country, which means your RT-PCR test is done on the fifth day. If you test positive, the Bureau of Quarantine (BoQ) will transfer you to a designated hospital. If you test negative, you may check out on the seventh or 10th day of your stay.
  • You can coordinate with your relatives or your local government unit for transportation going home.
  • Travelers are required to complete the remaining days of their 14-day quarantine at home under monitoring of your local government unit (LGU) and Barangay Health Emergency Response Teams.

For Overseas Filipino Workers

  • Secure a BoQ e-Health Declaration Card (e-HDC) through One Health Pass within 24 hours before your flight.
  • Hotel, food, and RT-PCR tests for OFWs are shouldered by the Philippine government.
  • Upon arrival at the airport, land-based OFWs should proceed to the Overseas Workers Welfare Administration Desk while sea-based OFWs should proceed to the Maritime Industry Authority Desk for quarantine hotel assignments.
  • OFWs coming from Yellow-listed countries are required to stay in a quarantine hotel for 10 days with the RT-PCR test taken on the seventh day. OFWs from Green-listed countries can stay in a quarantine hotel for only seven days with the RT-PCR test taken on the fifth day.
  • If you test positive, the BoQ will transfer you to a designated hospital. If you test negative, you may check out either on the seventh or 10th day of your stay, depending on your country of origin.
  • For transportation needs, land-based OFWs may coordinate with the Overseas Workers Welfare Administration (OWWA) while sea-based OFWs may coordinate with their Local Manning Agency.
  • Travelers are required to complete the remaining days of their 14-day quarantine at home under monitoring of your LGU and Barangay Health Emergency Response Teams (BHERT).

Arriving at the Mactan-Cebu International Airport

  • Register online via the MCIA Passenger Arrival Registration Form not earlier than five days prior to departure. Take note of your Travel Registration Number.
  • Non-OFWs should have a confirmed booking at a quarantine hotel for 10 days if you came from a Yellow-listed country, and for seven days if you came from a Green-listed country. OFWs can proceed to the OWWA Desk for quarantine hotel assignment upon arrival at the airport. Hotel and food for OFWs are shouldered by the Philippine government.
  • All arriving Filipino passengers in Cebu are required to undergo RT-PCR testing upon arrival free of charge, while non-Filipinos will shoulder the cost of testing at P901. All tests are administered by the Department of Health (DOH) Region 7.
  • If you're heading someplace else aside from Cebu after your hotel quarantine, you're required to take another RT-PCR test on your seventh day (from Yellow-listed countries) or on your fifth day (from Green-listed countries). Cost of the second RT-PCR test is shouldered by non-OFWs, but free for OFWs.
  • If you test positive, the BoQ will transfer you to a designated hospital. If you test negative, you may check out on the seventh or 10th day of your stay.
  • There may be different protocols for Cebu-bound passengers, so it is best to coordinate with the respective LGU of the city or municipality of your destination.

Quarantine Hotels Near the Mactan-Cebu International Airport

  • Dulcinea Hotel (P1,800/night with full board meals and airport transfers)
  • Appleton Hotel (P1,850/night with full board meals and airport pick-up)
  • Savoy Hotel Mactan (P2,650/night with full board meals only)
  • Maribago Seaview Pension House and Spa by RedDoorz (P2,050/night with full board meals and airport pick-up)
  • Waterfront Airport Hotel and Casino (P2,888/night with full board meals only)

Arriving at Clark International Airport

  • All travelers should secure a BoQ e-HDC through One Health Pass within 24 hours before your flight. Save a copy of the transaction number and QR code.
  • OFWs are required to fill out an Electronic Case Investigation Form and secure an RT-PCR schedule through the Philippine Red Cross - COVID-19 platform, while non-OFWs should register through the Philippine Airport Diagnostic Laboratory System.
  • Non-OFWs and foreign nationals need a 10-day confirmed booking with transported arrangements at a quarantine hotel in Clark. 
  • Upon arrival at the airport, non-OFWs and non-Filipinos should proceed to the PADLab desk for verification of Electronic Case Investigation Form (e-CIF) and payment of P4,000; then to the Department of Tourism (DOT) Desk. OFWs can go straight to the OWWA Desk. Hotel, food, and RT-PCR tests for OFWs are shouldered by the Philippine government.
  • The RT-PCR test is done on the seventh day of your hotel quarantine; unless you came from a Green-listed country, which means your RT-PCR test is done on the fifth day. If you test positive, the BoQ will transfer you to a designated hospital. If you test negative, you may check out on the seventh or 10th day of your stay.
  • You can coordinate with your relatives or your LGU for transportation going home. OFWs can coordinate with OWWA or your Local Manning Agency (LMA).

Quarantine Hotels Near Clark International Airport

Arriving at the Laoag International Airport

  • Arriving international passengers at the Laoag International Airport are required to present the results of an antigen or RT-PCR test taken not more than 48 hours prior to scheduled departure. This must be presented upon arrival in Laoag.
  • All travelers should secure a BoQ e-HDC through One Health Pass within 24 hours before your flight. Save a copy of the transaction number and QR code.
  • Laoag requires travelers to bring and wear a KN95 or N95 mask and a face shield.
  • Download, print, and accomplish the Case Investigation Form.
  • Register an account with the Traze app, which is required at the Laoag International Airport.
  • If you're a non-OFW, make sure you have confirmed booking at a quarantine hotel accredited by the DOH and the DOT. Booking should be made for 10 days. If you’re coming from a Green-listed country, hotel quarantine can be only for seven days. You may also pre-pay for an RT-PCR test, which will be conducted by Mariano Marcos Memorial Hospital and Medical Center, through Paymaya invoicing or Link.Biz Portal. You may also pay in cash or card upon arrival at the airport—just look for the Mariano Marcos Memorial Hospital and Medical Center desk.
  • Hotel, food, and RT-PCR tests for OFWs are shouldered by the Philippine government.
  • Laoag International Airport has a triage area, where you will submit your Ilocos Norte Health Declaration Form before proceeding to your shuttle that's bringing you to the quarantine hotel.
  • The RT-PCR test is done on the seventh day of your hotel quarantine; unless you came from a Green-listed country, which means your RT-PCR test is done on the fifth day. If you test positive, the BoQ will transfer you to a designated hospital. If you test negative, you may check out on the seventh or 10th day of your stay.
  • You can coordinate with your relatives or your LGU unit for transportation going home. Just make sure that they comply with the requirements of Laoag for entry. OFWs may coordinate with OWWA.
  • Travelers are required to complete the remaining days of their 14-day quarantine at home under monitoring of your LGU and BHERT.

Quarantine Hotel Near Laoag International Airport

  • Sikatel Hotel (P1,800/night with full board meals and free shuttle)

Arriving at the Subic Bay International Airport

  • All travelers should secure a BoQ e-HDC through One Health Pass within 24 hours before your flight. Save a copy of the transaction number and QR code.
  • Register to the Philippine Red Cross’ e-CIF as early as three days before your flight departure. OFWs can fill out the Dashlabs forms with the cost of RT-PCR testing shouldered by the Philippine government. Non-OFWs are required to pay for their RT-PCR test at P2,800.
  • Make sure you have confirmed booking at a quarantine hotel accredited by the DOH and DOT. Booking should be made for 10 days. If you’re coming from a Green-listed country, hotel quarantine can be only for seven days. Costs for OFW's hotel and food are already covered.
  • The RT-PCR test is done on the seventh day of your hotel quarantine; unless you came from a Green-listed country, which means your RT-PCR test is done on the fifth day. If you test positive, the BoQ will transfer you to a designated hospital. If you test negative, you may check out on the 10th day of your stay.
  • You can coordinate with your relatives or your local government unit for transportation going home. OFWs may coordinate with OWWA.
  • Travelers are required to complete the remaining days of their 14-day quarantine at home under monitoring of your LGU and BHERT. 

Quarantine Hotels Near Subic Bay International Airport

Arriving at the Davao International Airport 

  • In compliance with LGU guidelines, arriving international passengers in Davao are required to present the negative results of an RT-PCR test taken not more than 72 hours prior to arrival. This must be presented upon arrival in Davao.
  • All travelers should secure a BoQ e-HDC through One Health Pass within 24 hours before your flight. Save a copy of the transaction number and QR code.
  • Register through Safe Davao to secure a QR code that must be presented upon arrival in Davao. Note that you need to enter a local mobile number to receive the OTP for generation of the QR code.
  • Secure a 10-day booking at a quarantine hotel accredited by the DOH and DOT. If you’re coming from a Green-listed country, hotel quarantine can be only for seven days. Costs for OFW's hotel and food are already covered.
  • The RT-PCR test is done on the seventh day of your hotel quarantine; unless you came from a Green-listed country, which means your RT-PCR test is done on the fifth day. If you test positive, the BoQ will transfer you to a designated hospital. If you test negative, you may check out on the 10th day of your stay.
  • You can coordinate with your relatives or your local government unit for transportation going home. OFWs may coordinate with OWWA.
  • Travelers are required to complete the remaining days of their 14-day quarantine at home under monitoring of your LGU and BHERT. 
  • To match with a quarantine hotel in Davao City, you need to fill out a Google Form and follow the prompt.
