Barangay Clearance in PH: What It Is, Purpose, How to Get, + More

What is a Barangay Clearance?

Barangay Clearance is a document issued by the Barangay Hall certifying that you live in that specific barangay. It also tells the recipient that you’re of good moral character and that you have no criminal records within the jurisdiction.

Barangay Clearance Purpose

Here are some common scenarios where a Barangay Clearance may be required:

  • Employment. Employers ask for this as part of their background check before they onboard you.
  • Business Permits and Licenses. If you're planning to start a business, make sure to conduct it within the barangay's boundaries. It’s one of the requirements you need to get your business permit.
  • School Requirement. Some schools may ask students to submit this doc for identification purposes or as part of their registration process.
  • Bank Transactions. Banks may ask for this document as part of their Know Your Customer (KYC) policy when you open a bank account or apply for a loan.
  • Loan Applications. Other lending institutions may look for this when you apply for personal loans, housing loans, or business loans.
  • Government Documents Application. You may need this when applying for a passport, Postal ID, PAG-IBIG (HDMF) membership, or SSS membership. Aside from other government IDs, you can use this to prove who you are and where you’re living.
  • Utility Services Applications. Applying for new connections or transfers of utility services like electricity, water, or internet may require this to prove you’re living in that area.

Difference Between Barangay Clearance and Barangay Certificate

These terms are sometimes interchanged, while some barangays combine both the clearance and the certificate in one document. This is also why it’s important to let the barangay staff know why you need to get one in the first place—so they can give you the proper doc to submit.

A barangay clearance certifies that the person named in the document has a clean record within the barangay and doesn't have any pending cases or legal issues. It is often used as proof of good moral character.

This document is commonly required in formal transactions such as job applications, business permit applications, loan applications, and sometimes during government-related processes where an individual's character and legal standing within the community are relevant.

On the other hand, a barangay certificate is a broader document that proves residency or certifies certain facts about the individual as recorded by the barangay. It confirms that the person is a resident of the barangay and may include information such as the individual’s full name, address, civil status, and sometimes the reason for requesting the certificate.

They are often used for identification purposes, such as in verifying one’s address. They might be required for school enrollment, community-based benefit claims, or local transactions where proof of residency is necessary.

Step-by-Step Process

Here are the steps you need to do to get your barangay clearance:

  1. Prepare the Necessary Documents. Gather all required documents. Usually, your ID and other related documents should be enough.
  2. Visit Your Barangay Hall. It's advisable to visit during downtime (for example, early morning) to avoid long queues.
  3. Fill Out the Application Form. Double-check all information for accuracy.
  4. Submit Requirements and Pay Fees. The cost of the barangay clearance depends on where you are in the country.
  5. Double-check for Errors and Inconsistencies. Let the staff know if you found any so they can be corrected before printing. Otherwise, inform them that it’s good to go.

Barangay clearances are usually valid for a year.

Getting Barangay Clearance Online

As of this writing, there’s no way to get a barangay clearance online. Most of the time, you need to make a personal appearance and get it directly through the officials in the barangay hall.

Refusal to Issue Barangay Clearance

There are some reasons the officials will deny you your barangay clearance. Here are some related scenarios:

  • You have committed an offense that makes you ineligible to get one.
  • You are not a resident of the barangay which you intend to get a clearance from. In this case, you may need to stay for a specific number of months (depending on the barangay) before you’re issued a clearance.
  • A representative gets clearance on your behalf but didn’t bring any proof that you sent them to do that.

Authorization Letter for Representatives

During those times that you can’t drop by the barangay hall to get your clearance, you may have someone else do it for you. However, you’ll need to write an authorization letter and have them bring it when they get their clearance for you.

Having said that, your authorization letter should contain the following:

  • Date
  • Recipient
  • Name of the representative
  • Your name
  • Statement that you, indeed, sent them to get your barangay clearance

Don’t forget to affix your and your representative’s signature on the letter. It’s also better if the representative can bring their and your ID for verification of identity. If they can’t bring the actual ID for some reason, you may provide them a photocopy with your signature affixed three times.
